You will partner with AI Platform, Data Science, Enterprise Architecture, Security and Privacy, Cloud Engineering, and business leaders to deliver measurable business value.

Responsibilities

  • Define and evolve the enterprise data strategy, vision, principles, and target operating model.

Phillips 66 is seeking a strategic data leader to shape and advance our enterprise data strategy. This role will help make data a trusted, governed, and value-generating enterprise asset, enabling better business decisions, differentiated analytics and AI, and more integrated business operations.

The Sr. Director, Enterprise Data Strategy & Engineering will establish the vision, operating model, investment roadmap, and enterprise partnerships needed to scale data capabilities across Phillips 66. This leader will guide the platform and broader data ecosystem, including data products, governance, quality, metadata, lineage, access, and enablement.

Success in this role depends on connecting business priorities to data strategy, aligning executives and delivery teams, building accountability for data, and demonstrating measurable business value. The Sr. Director will provide strategic direction and oversight for technical capabilities while partnering closely with AI Platform, Data Science, Enterprise Architecture, Security and Privacy, Cloud Engineering, and business and functional leaders. This position reports to the VP, Digital Strategy & Innovation.

What You'll Do
  • Define and evolve the enterprise data strategy, vision, principles, and target operating model in alignment with Phillips 66 business priorities and digital and innovation objectives.
  • Translate strategic priorities into a sequenced portfolio of data capabilities, products, and services with clear outcomes, success measures, dependencies, and investment needs.
  • Own the enterprise data platform roadmap and investment narrative, balancing business value, risk, adoption, cost, and speed.
  • Establish the data platform as an enterprise product by understanding stakeholder needs, improving the user experience, driving adoption, and measuring value realization.
  • Create and mature the enterprise data governance model, including decision rights, stewardship, accountability, data quality, lifecycle management, and responsible use of data.
  • Partner with business and functional leaders to identify high-value data opportunities, remove cross-enterprise barriers, and embed data into business processes and decision-making.
  • Shape the strategy for trusted, reusable data products and shared capabilities that accelerate analytics, AI, reporting, and operational use cases.
  • Provide strategic oversight of architecture, sourcing, vendor, and technology decisions to ensure alignment with enterprise strategy, security, flexibility, and financial discipline.
  • Lead executive forums and communications that create alignment on data priorities, progress, tradeoffs, risks, and decisions.
  • Own annual business planning, financial management, resource allocation, and benefits realization for the data platform and related strategic initiatives.
  • Build organizational capability by developing leaders, coaching talent, strengthening data fluency, and fostering accountability, collaboration, innovation, and continuous improvement.
  • Represent Phillips 66 in industry forums, professional events, and thought leadership activities.
What You'll Bring - Required

  • Experience in the energy sector or in complex, asset-intensive, regulated, or energy trading environments.
  • Experience leading enterprise data product, data mesh or fabric, master data management, semantic layer, metadata, or knowledge graph strategies.
  • A track record of improving data adoption, data literacy, decision quality, or business performance through effective change management and stakeholder engagement.
  • Experience establishing executive data councils, governance forums, federated operating models, or enterprise-wide decision rights.
  • Demonstrated success guiding large-scale cloud and data modernization initiatives, including build-versus-buy, partner, and sourcing decisions.
  • Relevant certifications in data management, governance, cloud, security, product management, or business transformation.
  • A track record of representing organizations in industry forums, professional events, or thought leadership activities.
  • The ability to lead through ambiguity, simplify complexity, and deliver sustainable results in a highly matrixed environment.
  • Experience developing and executing enterprise data strategies or operating models and translating them into roadmaps, investment cases, and measurable business outcomes.
  • Experience establishing data governance, stewardship, data quality, policy, and accountability models across a complex, federated organization.
  • Experience leading or influencing enterprise data platforms, data products, analytics ecosystems, or related capabilities through strategy, prioritization, adoption, and value realization.
  • Strong fluency in modern data, cloud, integration, metadata, security, and AI concepts, with the ability to guide technical decisions without needing to be the hands-on implementer.
  • Exceptional executive communication, stakeholder influence, facilitation, and change leadership skills.
  • Strong business acumen and financial management skills, including portfolio planning, budgeting, resource allocation, vendor management, and benefits tracking.
Compensation Range

This position has a base salary range of $257,400-$314,600.
