Job description

Job Overview

The Planning, Design & Construction (PD&C) department of the Bloomberg School of Public Health (BSPH) seeks a Sr. Design & Construction Project Manager to oversee all phases of building design and construction on major capital projects. This exempt, full‑time role reports to the Assistant Director of Planning and is based in a hybrid setting at the School of Public Health.

Responsibilities
  • Manage new construction, renovation, tenant fit‑outs and capital renewal projects up to and frequently exceeding $20 M in cost.
  • Plan and execute multiple projects simultaneously within tight timelines, budgets and fixed budgets, coordinating with University facilities and external stakeholders.
  • Represent the University in interactions with architects, engineers, contractors, regulators, and other partners, developing strong vendor relationships and ensuring fair, prompt payment.
  • Provide comprehensive project oversight from initiation through design, budget, construction and closeout, delivering timely status updates to client representatives.
  • Develop and maintain project milestone schedules, economic inclusion plans, and procurement documents (RFPs, bids, contracts, purchase orders).
  • Ensure compliance with BSPH design standards, PD&C policies and economic inclusion work plans, monitoring deliverables and schedule adherence.
  • Review and approve invoices, change orders, insurance certificates and project budgets, providing cash‑flow projections and contingency management.
  • Coordinate construction logistics, outage planning and communication with campus and non‑campus stakeholders.
  • Interpret and respond to RFIs, submittals and design documents, ensuring all requirements are met and decisions are documented.
  • Lead communication efforts within the team and to external partners, articulating decisions, risks and status clearly.
Knowledge, Skills & Abilities
  • In-depth knowledge of design and construction practices, including scope preparation, contract issues, insurance, labor rates and invoicing.
  • Experience with various building types, mechanical and electrical systems, and construction delivery methods.
  • Strategic thinking, strong planning and problem‑solving skills.
  • Excellent written and oral communication, with ability to present complex material to diverse audiences.
  • Proficiency in MS Office, MS Project and PDF markup; familiarity with AutoCAD and BIM is advantageous.
Minimum Qualifications
  • Bachelor’s degree in Construction Management, Architecture, Engineering or related field.
  • Minimum ten (10) years of construction/project management experience.
  • Equivalent experience may substitute for educational requirements in accordance with Johns Hopkins University’s equity formula.
