Qualifications

Responsibilities

  • Review RFx and procurement documents to identify pricing requirements and submission instructions.
  • Develop cost and price models for various contract types (lump sum, cost-reimbursement, T&M, etc.).
  • Prepare pricing narratives, basis of estimate, schedules, and supporting analyses.
  • Coordinate with technical/program teams to validate staffing and inputs.

Tech7 is seeking a Cost Price Analyst to join our team.The Cost/Price Analyst supports the development, analysis, and submission of cost and price proposals for U.S. Department of Defense and other federal government customers. This position works closely with capture, proposal, contracts, finance, accounting, human resources, program management, and technical teams to develop compliant, accurate, competitive, and well-supported pricing solutions.

The successful candidate will have experience interpreting government solicitations, developing pricing models, preparing cost volumes, and supporting fact-finding, audits, and negotiations. The position may be filled at the mid or senior level based on the candidate’s experience and demonstrated ability to independently lead complex pricing efforts.

The position may be performed onsite, remotely, or in a hybrid arrangement based on company and customer requirements in the Colorado Springs or Los Angeles area preferred.

Key Responsibilities

  • Review Requests for Proposals, Requests for Quotations, task order solicitations, and other government procurement documents to identify pricing requirements, assumptions, evaluation criteria, and submission instructions.
  • Develop detailed cost and price models for competitive and sole-source proposals, including labor, materials, subcontracts, consultants, travel, other direct costs, indirect costs, escalation, fee, and applicable taxes.
  • Prepare pricing for cost-reimbursement, time-and-materials, labor-hour, fixed-price, and hybrid contract types.
  • Develop labor rates using company compensation data, market salary surveys, geographic factors, security-clearance requirements, escalation assumptions, and applicable wage determinations.
  • Apply company-approved indirect rates and other estimating assumptions.
  • Prepare compliant cost and pricing narratives, basis-of-estimate documentation, pricing summaries, and supporting schedules.
  • Coordinate with technical and program personnel to validate staffing plans, labor mixes, hours, materials, travel, subcontractor requirements, and other estimating inputs.
  • Evaluate proposal pricing for mathematical accuracy, internal consistency, regulatory compliance, reasonableness, and alignment with the technical solution.
  • Support subcontractor and vendor pricing analysis, including proposal evaluation, price comparisons, cost analysis, and documentation of fair and reasonable pricing.
  • Conduct competitive pricing analysis, scenario modeling, sensitivity analysis, and price-to-win assessments.
  • Support proposal reviews, pricing strategy discussions, management briefings, and approval processes.
  • Respond to government evaluation notices, clarification requests, fact-finding questions, audit inquiries, and requests for additional cost or pricing support.
  • Assist with Truthful Cost or Pricing Data submissions, certificates of current cost or pricing data, and related disclosure requirements when applicable.
  • Maintain organized and auditable pricing files, assumptions, source documentation, approvals, and proposal records.
  • Support post-award activities, including rate updates, contract modifications, requests for equitable adjustment, and pricing of additional work.
  • Monitor changes to the Federal Acquisition Regulation, Defense Federal Acquisition Regulation Supplement, and other requirements affecting government contracting and pricing.
  • Develop and improve estimating policies, pricing templates, proposal procedures, and internal controls.

Required Qualifications

  • Bachelor’s degree in finance, accounting, economics, business administration, mathematics, or a related discipline. Relevant experience may be considered in place of a degree.
  • At least five years of relevant experience for the mid-level position or eight years of relevant experience for the senior-level position.
  • Experience developing cost and price proposals for DoD or other federal government customers.
  • Working knowledge of the FAR and DFARS requirements applicable to government contract pricing.
  • Experience with multiple government contract types, including fixed-price, cost-reimbursement, time-and-materials, and labor-hour contracts.
  • Strong Microsoft Excel skills, including complex formulas, linked worksheets, pivot tables, scenario modeling, and large pricing workbooks.
  • Ability to analyze detailed financial and technical information and identify inconsistencies, omissions, risks, and unsupported assumptions.
  • Ability to manage multiple assignments and meet firm proposal deadlines in a fast-paced environment.
  • Strong written and verbal communication skills.
  • High level of accuracy, attention to detail, organization, and professional judgment.
  • Ability to work effectively with technical, operational, contracts, finance, accounting, human resources, and executive personnel.
  • Ability to handle proprietary, procurement-sensitive, and confidential information appropriately.
  • U.S. citizenship may be required based on customer and contract requirements.

Preferred Qualifications

  • Experience supporting proposals for the Department of the Air Force, U.S. Space Force, or other defense and intelligence community customers.
  • Experience pricing work requiring cleared personnel or highly specialized technical labor.
  • Experience with government cost and price analysis, indirect-rate development, forward-pricing-rate agreements, or incurred-cost submissions.
  • Experience with the Federal Acquisition Regulation, Defense Federal Acquisition Regulation Supplement, and other requirements affecting government contracting and pricing.
  • Experience supporting Defense Contract Audit Agency or Defense Contract Management Agency reviews.
  • Experience with General Services Administration schedules, indefinite-delivery/indefinite-quantity contracts, multiple-award contracts, and task-order competitions.
  • Experience using pricing, accounting, enterprise resource planning, or proposal-management systems.
  • Experience developing price-to-win analyses and competitive pricing strategies.
  • Current or prior security clearance.

Knowledge, Skills, and Abilities

  • Thorough understanding of government proposal pricing principles and practices.
  • Ability to translate technical staffing and performance requirements into defensible cost estimates.
  • Ability to distinguish between cost analysis, price analysis, and cost realism analysis.
  • Strong analytical and problem-solving abilities.
  • Ability to clearly document the source, methodology, rationale, and assumptions supporting proposed costs.
  • Ability to communicate complex pricing concepts to both financial and nonfinancial stakeholders.
  • Ability to work independently while maintaining close coordination with cross-functional proposal teams.

This position operates in a deadline-driven proposal environment and may require additional hours during major proposal submissions, fact-finding activities, or negotiations.
