Job summary

Rhode Island Commission on Human Rights in Providence seeks a Senior Compliance Officer - Human Rights to manage a sizeable investigative caseload related to discrimination in employment, housing, and public accommodations. Department Rhode Island Commission on Human Rights Division Regulatory Compliance Salary $76,458.00 - $86,034.00 Job Profile JC-00541100-21 - Senior Compliance Officer - Human Rights (C94 L2884 RISCA DBR DCYF DEM OC&A DOR TRS) Scheduled Work Days & Work Hours Job Requisition Number JR103760 SR COMPL OFF - HUMAN RIGHTS (Open) Pay Grade U00328 A Classification Senior Compliance Officer - Human Rights Class Definition Manages a sizeable investigative caseload and conducts investigations of charges of discrimination of a complex nature in the areas of employment, housing, public accommodations, credit and delivery of services.

Investigative tasks include, but are not limited to: collection and analysis of statistical, comparative and direct evidence of discrimination; coordination and execution of Predetermination Conferences before an agency Commissioner; coordination and execution of independent fact-finding conferences; preparation for and conduct of in-person, on-site and telephonic interviews of parties and witnesses. Negotiates with complainants, respondents and their representatives to achieve settlement when possible. Applies laws and regulations to evidence gathered to prepare detailed and comprehensive written summary recommendations for consideration by agency Commissioners. Drafts formal complaints of discrimination following Probable Cause findings. Handles in-person and telephonic inquiries related to charge filing, reviews intake questionnaires and related documents containing allegations of discrimination to determine jurisdiction. Attends training conferences, to include out-of-state travel. Participates in administrative hearings, depositions and related proceedings as required. Assists in training/mentoring student interns and staff members. Represents the agency on committees and task forces as required. Conducts outreach/training to the public on state and federal antidiscrimination laws as required. Plans and executes related or assigned projects. Performs related duties as required.

Minimum Qualifications

Education: Such as may be gained through graduation from an accredited four (4)-year college, with a preferred degree in a related field, or, completion of two (2) years of college coupled with two (2) years’ experience in a related field; and

Experience: Such as may be gained through two (2) years’ experience as an Investigator at the Commission for Human Rights, employment involving gathering and analyzing evidence/information, conducting civil rights investigations, interpreting and/or applying civil rights law, working with groups involved with protected classes, communicating effectively both orally and in writing, preparing reports of a complex nature, heightened computer skills; OR: Any combination of education and experience that shall be substantially equivalent to the above

General Statement of Duties

Conducts investigations of charges of discrimination of a complex nature and resolves charges when feasible. Assists the Commission in enforcement of and compliance with Rhode Island antidiscrimination laws and related federal laws. Assumes computer functions. Performs other related duties as required.
