Job description

The Sr. Business Development Manager – Federal is responsible for driving growth across Federal and DoD prospective customers through proactive business development, opportunity identification, and execution of capture approaches. The position requires a deep understanding of federal procurement processes, contract vehicles (especially GSA MAS and OASIS+), and the ability to develop and maintain relationships with government customers, teaming partners, and internal delivery teams. This individual will lead opportunity qualification, shaping, and performing capture activities for complex, multi-year IT and professional services contracts and areas such as management and advisory, technical and engineering, research and development, and intelligences services.

Key Responsibilities:

  • Lead full lifecycle business development efforts with a focus on Federal Civilian and/or DoD agencies, including pipeline growth, opportunity qualification, and capture management.
  • Develop and execute pursuit strategies for high-value OASIS+ Task Orders and related GWAC/IDIQ vehicles.
  • Collaborate with internal capture, proposal, and solution teams to drive winning approaches ensuring alignment with customer requirements.
  • Build and sustain relationships with agency decision-makers, industry partners, and government contracting officers.
  • Monitor and analyze agency spending trends, budget forecasts, and procurement priorities for business development planning.
  • Manage partner engagement and teaming relationships to strengthen competitive positioning.
  • Lead or support proposal development activities including technical and management volume, pricing input, staffing models, and oral preparations.
  • Maintain opportunity data in CRM and Capture Tracking systems, and report pipeline health to executive leadership.

Preferred Agencies/Domain Knowledge:
  • Experience targeting agencies such as:
  • Department of Defense (Defense, Army, Air Force)
  • Department of Homeland Security
  • Other Federal Civilian Departments and Agencies

Required Qualifications:
  • Bachelor’s degree in Business, Public Administration, IT, or related field
  • 5–8 years of successful experience in federal business development, with proven success in capture of large federal contracts ($10M+).
  • 3+ years of experience in capturing GSA OASIS or other major GWAC/IDIQ.
  • Deep knowledge of federal acquisition lifecycle, proposal development, and procurement vehicles such as OASIS+, CIO-SP3, SEWP, and ITES-3S.
  • Proven ability to collaborate with cross-functional teams, including solution architects, pricing, contracts, and delivery leaders.
  • Strong industry relationships and networking skills; ability to influence and negotiate at senior levels.
  • Familiarity with tools like GovWin, SAM.gov, FPDS, and Salesforce or similar CRM platforms.

Preferred Experience and Competencies:
  • Demonstrated ability to manage multiple pursuits simultaneously and work in a fast-paced environment.
  • Experience developing customer call plans and executing capture strategies 12–18 months ahead of RFP release.
  • Excellent communication, writing, and presentation skills, especially in leading proposal orals and briefings.
  • Experience leading Black Hat and competitive assessments.
  • Knowledge of compliance frameworks (FAR, DFARS) and contracting nuances.
  • Familiarity with Agile, DevSecOps, Cloud, Cybersecurity, and AI solutions is a plus.
