Key Responsibilities
- Financial Forecasting: Develop and drive financial forecasts, analyze company results, and evaluate risks for all areas of the income statement, balance sheet and statement of cash flows.
- Cost Reduction: Lead cost reduction initiatives and continue development of planning systems and processes. Present key business insights and recommendations to senior leadership to determine financial needs or goals and how to achieve them.
- Budget Analysis and Monitoring: Support all aspects of developing, executing, and monitoring budgets (internal needs and the Intelligence Program (NIP) Budget). Conduct budget analysis of financial data calls and portfolio reviews.
- Spend Plans and Execution: Develop and evaluate fiscal program builds, spend plans, track spending and execution, document financial commitments, obligations, and expenses.
- Support Experience: Draft inputs to the Congressional Budget Justification Book (CBJB) to Congress. Support CBJB NIP related sections and develop strategic program briefs.
- Budget Reporting: Assess IC budget balance across functions and disciplines. Participate in IPPBE. Produce talking points, briefs, products, reports, congressionally directed actions, and mandated reports related to budgets; work with USG and IC partners through interagency forums and working groups. Support budget formulation and document financial commitments, obligations, and expenses.
- Budget Development and Review: Prepare and process transactions, ensuring payments are certified. Develop fiscal guidance and schedules for each budget phase for review and acceptance.
- Data Collection: Collect and analyze data for financial data calls and portfolio reviews. Track legislation that may impact budgets. Develop financial standard operating procedures. Develop cost-benefit trade-offs and investment strategies. Record and track interagency agreements for Economy Act and other financial transactions.

Qualifications
Required:
- Security Clearance: Active TS/SCI with a polygraph
- Education: Bachelor’s degree and 12-15 years of prior relevant experience or Master’s with 10-13 years of prior relevant experience
- Experience: 12-15 years of budget analysis or financial analysis experience
Compensation
- Basic Compensation: $132,900 – $199,400
- Location Note: This range is for the Maryland area only
- Additional Compensation: Bonuses, commissions, or other forms of compensation may be offered per internal policy or contractual designation (e.g., sign-on bonus, relocation benefits, incentives).
The offered rate will be based on the selected candidate’s knowledge, skills, abilities and/or experience and in consideration of internal parity.
