Job summary

The City of Fort Collins is seeking a Sr Analyst, Treasury to manage and optimize the city’s treasury operations, including cash management, investments, banking services, and debt administration. The role supports retirement plan activities and related financial operations to ensure compliance with laws and internal controls.

The ideal candidate will monitor cash and investment activity, prepare forecasts, assist with debt issuances, and develop policies for cash handling and credit extension.

Responsibilities

  • Administers and supports the City’s treasury operations, including cash management, banking services, investments and the protection and custody of City funds and financial assets.
  • Administers and monitors the City’s investment portfolio, including analyzing investment opportunities, executing transactions within established authority, monitoring portfolio performance and compliance and developing recommendations related to investment strategy, liquidity, diversification and portfolio structure.
  • Manages cash flow and liquidity analysis, including monitoring cash balances, preparing short and long range cash flow projections, evaluating funding requirements and identifying funds available for investment.
  • Analyzes financial records to forecast future financial position and budget requirements.
  • Evaluates need for procurement of funds and investment of surplus.
  • Prepares financial reports for management, for example quarterly investment performance, and reporting for pension investments.
  • Develops policies and procedures for account collections and extension of credit to customers.
  • Coordinates activities of investment program; analyzes, purchases and sells investments; provides analytical support for cash management and investment program.
  • Administers City’s defined benefit retirement plan, including calculating retiree benefits, recommending investment strategies to the oversight committee and executing on its behalf.

ANNUAL SALARY RANGE: $72,013.00 - 120,015.00 (Salaries are paid biweekly)
ANNUAL ANTICIPATED HIRING RANGE: $87,000.00 - 105,000.00 (Salaries are paid biweekly)

Job Summary

This position performs professional and analytical work in support of the City’s treasury operations, including cash management, investments, banking services, debt administration, retirement plan support and related financial activities. The position monitors and analyzes the City’s cash and investment activity, prepares financial forecasts and analyses, supports debt issuances, administers treasury related programs and contracts and helps ensure compliance with applicable laws, regulations, City policies and internal controls.

Essential Duties and Responsibilities

The following duties and responsibilities are illustrative of the primary functions of this position and are not intended to be all inclusive.

  • Under the direction of the Chief Financial Officer or designee, administers and supports the City’s treasury operations, including cash management, banking services, investments and the protection and custody of City funds and financial assets.
  • Administers and monitors the City’s investment portfolio, including analyzing investment opportunities, executing transactions within established authority, monitoring portfolio performance and compliance and developing recommendations related to investment strategy, liquidity, diversification and portfolio structure.
  • Manages cash flow and liquidity analysis, including monitoring cash balances, preparing short and long range cash flow projections, evaluating funding requirements and identifying funds available for investment.
  • Analyzes financial records to forecast future financial position and budget requirements.
  • Evaluates need for procurement of funds and investment of surplus.
  • Prepares financial reports for management, for example quarterly investment performance, and reporting for pension investments.
  • Develops policies and procedures for account collections and extension of credit to customers.
  • Coordinates activities of investment program; analyzes, purchases and sells investments; provides analytical support for cash management and investment program.
  • Administers the City's public depository agreement and credit card program.
  • Prepares budget and justification for cash management and banking contracts on an ad hoc basis.
  • Develops and proposes to the Chief Financial Officer or designee investment strategies, policies, portfolio structure, performance measurement criteria and goals for the Investment Division.
  • Supports issuance of debt including drafting exhibits for official statements, project planning, evaluating term sheets, selecting lenders, communicating with bond advisors, legal counsel, escrow agents and/or underwriters.
  • Administers City’s defined benefit retirement plan, including calculating retiree benefits, recommending investment strategies to the oversight committee and executing on its behalf.
  • Assists with identifying potential funding sources and negotiates acceptable award terms.
  • Maintains compliance with approved policies, regulations, and provide audit support as requested.
  • Manages the armored courier schedule for secure transportation of funds across the City.
