POSITION SUMMARY:

Serves to support the Automated Enforcement Section by operating mobile speed enforcement systems (speed monitoring systems). This employee will perform additional duties that may involve handling citizen inquiries, testifying in Court, and reviewing citations.

STARTING SALARY HIRING RANGE:$21.55 - $22.90$44,824 - $46,176

CLASS DESCRIPTION:


Performs technical level police operations work under regular supervision from a technical superior. Work includes enforcing relevant Howard County Code, civilian support to police work, assisting with criminal and non-criminal complaints, and performing support work for the various bureaus within the Police Department. Work may also include custody of property; collecting and preserving physical evidence; identifying criminals by prints and maintaining related records and files; identifying, capturing, transporting, and caring for animals.

Works and cooperates with co-workers and supervisors at all levels.

Learns and performs all essential job functions accurately.
  • Operates and places mobile speed monitoring systems.
  • Conducts operations of the mobile van unit on a weekly rotation from within the vehicle.
  • Reviews citations for accuracy.
  • Testifies in Court as needed.
  • Extracts data from the camera units and uploads into database.
  • Inputs, stores and accesses data through a computer or other electronic data management systems.
  • Reviews a high volume of digital images to determine if a violation of State Law has been recorded.
  • Answers inquiries over the telephone and in person concerning assigned programs: explains regulations, procedures, policies, and applicable laws.
  • Communicate with individuals within the Department and with personnel in other County Departments.

SUPERVISORY RESPONSIBILITIES:

This position has no supervisory responsibilities.
High School Diploma or GED and one (1) year of experience or equivalent combination of education and experience.

PREFERRED EDUCATION, KNOWLEDGE, SKILLS AND ABILITIES:

High school diploma or general education degree (GED); related experience and/or training; or equivalent combination of education and experience.

Ability to derive logical and practical conclusions from available information.

Ability to coordinate several tasks at a time.

Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of customers or employees of organization.

Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.

Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.
Possession of a valid driver’s license.

The employee is required to complete necessary training and maintain certification with the Poliscan measuring system as well as the Maryland Criminal Justice Information System (CJIS).
