Job summary

Mendocino County's Human Resources Department seeks a program analyst for Wellness and Employee Assistance (EAP) Programs. Under general supervision, you will research, analyze, and recommend changes, coordinate program development, monitor contracts, budget, and regulatory compliance, and serve as a technical program expert.

Description

Current vacancy in the Human Resources Department – Wellness and Employee Assistance (EAP) Programs. Under general supervision, is responsible for researching, analyzing, and developing recommendations related to a variety of programs, coordinating the development and implementation of program or operational changes; monitoring program contracts, progress, budget, and regulation compliance; acting as the technical program expert; and performing other program related work as required. Examples of duties include but are not limited to the following:

  • Develop, implement, and maintain a program; identify program needs; draft and monitor program goals.
  • Act as technical expert and resource person to staff regarding program policies and procedures.
  • Conduct studies to collect data and make recommendations for program changes; plan and implement program changes.
  • Prepare and monitor the program budget, billing statements, and authorize payments.
  • Track progress of clients; ensure and maintain the confidentiality of health information on clients.
  • Performs other related duties as assigned.
Minimum Qualifications

One year of experience performing technical or paraprofessional level duties in support of a program, management, personnel, fiscal, or staff development work including the independent development of reports and recommendations; AND, completion of 60 semester college units (an additional year of qualifying experience may substitute for the required education) or; a bachelor’s degree from an accredited college or university with a degree in public or business administration or related field; OR a combination of related experience, education and training that demonstrates the required knowledge, skills and abilities to perform the essential functions of the job. Health related education and experience is highly desirable. Licenses and Certifications: Valid Driver’s License.

  • Salary: County positions have a five-step salary range. Increases, which are based on merit, are scheduled annually until the top step is reached.
  • Medical, Dental & Vision Insurance: The County and the employee share the cost of an employee selected health care plan.
  • Holidays: Mendocino observes 11 paid holidays per year. In addition, each employee is granted 24 hours of personal leave time upon the successful completion of the probationary period.
  • Life Insurance: Coverage of $20,000 is provided by the County.
  • Sick Leave: Paid sick leave accrues at the rate of 1.25 days per months, or 15 days per year.
  • Vacation: Accrues at the rate of two weeks per year for three years. Three weeks per year after three years, four weeks after eight years and five weeks after 15 years.
  • Retirement: Covered under Social Security and the 1937 act, both employees and the County pay into the retirement fund.
