Job description

This position description sets out the essential duties and responsibilities of the position, details the knowledge, abilities, skills, licenses, certifications, education, and experience necessary to be successful in the role, and lists the equipment normally operated by, scope of supervision, and usual physical demands on the incumbent.

POSITION SUMMARY:

The Specialized Dockets Supervisor serves in the Probation Services Department and reports to the Probation Services Manager.

The Specialized Dockets Supervisor is responsible for day-to-day operations and supervision of a team of Probation Officers in the Specialized Dockets Section.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

The essential duties and responsibilities of the position are as follows:

  • Oversees daily operation of the Specialized Dockets Section, including serving as the first line of communication for after-hours emergencies.
  • Maintains responsibility for a team of probation officers and support staff engaged in providing supervision to court-ordered offenders. Manages the specialized dockets for the court to include Mental Health Court, Recovery Is Empowering Court, Men’s Achievement Recovery Court, Veteran’s Treatment Court, and Kushinda Court.
  • Conducts case audits to ensure adherence to probation standards according to the Case Management Classification System Guidelines. Maintains compliance with standards set forth by the Ohio Supreme Court for certification of specialized dockets. Oversees allocation of Addiction Treatment Program and Ohio Department of Mental Health and Addiction Services funding.
  • Meets with probation officers to staff recommendations and make independent judgments as to their offenders. Serves as intermediate sanction by meeting with probation officers and offenders to gain offenders’ compliance with court orders or serves notice of consequences for failure to comply. Ensures progressive sanctions are followed.
  • Supervises staff in performance of job duties and responsibilities; prioritizes, delegates, and reviews work of assigned staff; ensures compliance with court policies, mandates, standards, and requirements.
  • Monitors and approves leave while ensuring office coverage needs are met; completes probationary and annual performance evaluations of staff; maintains responsibility for disciplinary actions of staff.
  • Provides input into the development of department policies and procedures.
  • Monitors outcomes, workloads, and trends through analysis of data and statistics; prepares reports and provides recommendations to improve operations and services to the court.
  • Participates in interviews and selection of job applicants; assists in training and orientation of new staff members.
  • Acts on behalf of Probation Services Manager as required.
  • Obtain and maintain Practitioner Certification through the Law Enforcement Automated Data System (LEADS).
  • Participates in training opportunities, court activities, projects, and committees as requested or required.

REQUIRED KNOWLEDGE, ABILITIES, AND SKILLS:
  • Knowledge of: probation supervision; supervisory principles; counseling; social work; corrections; court system procedures and processes; criminal justice system processes and requirements; criminal law as it relates to criminal sentencing; court probation services; investigative methods and interviewing; high-risk behavior and treatment; sentencing alternatives and diagnostic tools; victim/offender mediation.
  • Ability to: apply supervisory practices to practical work situations; exhibit good organizational skills; perform duties and responsibilities of a probation officer; work independently; practice the principles of the court’s strategic plan; physically make an arrest; participate in training to properly utilize a conducted energy weapon (Taser) and pepper spray; participate in a physical examination that includes an agility evaluation.
  • Skill in: oral and written communication; evidence-based safety; CPR and first-aid; operation of a computer; application of job software programs; coaching and training; maintaining documentation; chemical dependency assessment and intervention; proofreading and editing reports; auditing casework; coaching and motivating staff; and establishing a positive work environment.

EDUCATION AND EXPERIENCE QUALIFICATIONS:

The position requires an appropriate combination of formal education, additional training and courses, and work experience. There is not an exact level or mixture of these elements to indicate one will necessarily be successful in, or qualify for, the position.

For example purposes only, an acceptable combination of qualifications for the position is a bachelor’s degree in behavioral sciences, corrections, or related field, and six years of experience in probation, courts, or correction services, including four years as an adult probation officer; training or experience in management/supervision.

LICENSURE OR CERTIFICATION REQUIREMENTS:

A valid state of Ohio motor vehicle operator’s license is preferred in order to carry out job-related essential functions. Private insurance is required if private vehicle is employed for job-related functions.

SCOPE OF SUPERVISION:

The position supervises assigned personnel and carries out managerial duties in accordance with the operation’s policies and applicable laws. Responsibilities include planning, assigning, directing work, and appraising performance.

EQUIPMENT OPERATED:

Two-way radios, handcuffs, and ballistic vests.

Vehicle, computer, calculator, copier, fax, telephone, and other general office equipment.
