Job Description

Fluor is seeking candidates for opportunities within our Program Delivery Support (PDS) team, working alongside the California High-Speed Rail Authority, to provide program delivery and program management services for one of the largest planned infrastructure projects in the U.S.

The system will connect the 500-mile stretch between the Los Angeles region with the San Francisco Bay Area, with up to 24 stations. The first phase of the program is currently under construction in California’s Central Valley.

The Special Projects Manager supports the administration and the implementation of the Authority's NEPA Assignment Program responsibilities, as assigned by the Federal Railroad Administration (FRA) in the NEPA Assignment Memorandum of Understanding (MOU), pursuant to 23 USC 327. The NEPA Assignment Coordinator will provide guidance and oversee NEPA (and other related federal regulations and guidance) environmental reviews for projects in their respective regions and have charge of monitoring and directing compliance with federal environmental commitments and permit conditions during construction.

The individual will serve as a critical point of contact for federal cooperating agencies during project development. The candidate will also have an open line of communication to the NEPA Coordinator Lead, Deputy Director of Environmental Services and Director of Environmental Services. The individual will make recommendations regarding the adequacy and compliance of environmental documentation prepared under NEPA or any other federal environmental law for which the Authority is responsible to the NEPA Assignment Manager.

Major emphasis is placed on ensuring consistent and uniform application of statewide environmental management policies, standards, procedures, guidelines and practices in compliance with provisions of the MOU and other laws, regulations and commitments.

• Works with Authority management regarding project delivery, schedule and budget issues, technical review of environmental documents prepared by the regional consultant teams, compilation, delivery of the administrative record for each environmental document, and revising the Authority’s environmental methods as needed.
• Directs senior and mid-level staff in coordination with regional consultants.
• Manages scheduling and budgeting for special projects, including keeping regional consultants on schedule.
• Provides oversight and technical review of environmental documents (EIR/EIS, ISMND/EAFONSI) prepared by the regional consultant or PDS teams.
• Participates in outreach activities with project stakeholders.
• Oversees compilation and delivery of the administrative record for each environmental document, and revising, as needed, the Authority’s environmental methods.
• Provides project oversight for specific projects, such as the Heavy Maintenance Facility CEQA/NEPA documents, and Authority’s regional solar project.
• Coordinates and communicates with various branches of the CHSR Authority, including Environmental, Strategic Delivery, Infrastructure Delivery, Engineering, Land Acquisition and Legal branches.
• Develops strategic plans and schedules.

Basic Job Requirements

• Accredited four (4) year environmental planning degree or global equivalent in applicable field of study and twelve (12) years of work-related experience or a combination of education and directly related experience equal to sixteen (16) years if non-degreed

Other Job Requirements

• Expertise in federal (NEPA) and state (CEQA) environmental law and processes as well as other relevant state and federal laws and regulations. Understanding of federal and state regulatory permitting requirements.
• Experience delivering California environmental clearances for complex infrastructure projects and programs, leading broad teams/efforts of senior specialists and managerial staff, and a strong working knowledge of program stand-up and management.
• Ability to work independently, problem-solve through creative processes and establish partnerships with project management, client representatives, government agencies, and other organizations.
• Must be able to function well in a fast-paced, changing environment under demanding deadlines.
• Excellent analytical, verbal, and written communication skills.
• Ability to analyze and inspire innovative solutions to unique or complex challenges.
• Ability to liaise with senior executives, officials, and officers.
• Able to demonstrate a high level of organizational ability.
• Capable of pivoting and reprioritizing to meet changing program needs and deadlines.

Preferred Qualifications

• Master’s degree in environmental planning or a closely related field.
• Experience in large multi-regional linear transportation projects; previous experience working on CHSR or similar project.

Salary Range

160,000 to 302,000

Market Rate

The market rate for the role is typically at the mid-point of the salary range; however, variations in final salary are determined by additional factors such as the candidate’s qualifications, relevant years of experience, geographic location, internal pay equity, and prevailing market conditions for the specific role.
