Job summary

County of Volusia seeks a Clinical Assistant to the Medical Director to oversee EMS quality assurance, training, and personnel management. The role requires deep clinical EMS experience and strong leadership in developing and delivering educational programs.

The ideal candidate will lead QA initiatives, coordinate training across the EMS system, and work with the medical director and stakeholders to improve system efficiency and standards. A valid driver's license is required.

Qualifications

Seven (7) years of clinical experience in an emergency medical setting with direct patient contact.
Two (2) of the seven (7) years to include supervisory or training/mentoring experience.
A Bachelor's degree with three (3) years of clinical paramedic experience may substitute.
Must possess and maintain a valid driver's license at time of hire.
Florida driver's license within 30 days of hire and maintain thereafter.

Major Functions

The Clinical Assistant to the Medical Director is a highly responsible administrative position involved in the management, oversight, and training of personnel within the emergency medical services system. This position is tasked with activities including, but not limited to, quality assurance review and workflow management; medical and non-medical records management and security; development and delivery of education based upon quality assurance findings and physician direction. The ideal candidate is self-motivated and creative with the ability to develop plans to progress the emergency medical services system forward.

Illustrative Duties

Reads and comprehends documents, including medical records as well as cardiac monitor information, and extrapolates from those records whether the author adhered to or deviated from local protocols and acceptable medical standards of care.
Communicates with community partners effectively to obtain outcome information to augment an effective quality assurance process.
Accumulates/gathers data and analyzes the data to identify trends, inconsistencies, deviations, or other irregularities in a scientific manner.
Designs, develops, and executes a plan to address deficiencies utilizing an independent approach for isolated problems or utilizing a broad approach for systemic problems.
Coordinates meetings, presentations, and medical trainings to encourage uniform EMS care throughout the system.
Collaborates with the county medical director/designee, and other system stakeholders to identify objectives and improve system efficiencies and effectiveness.
Prepares and delivers presentations and conducts training exercises for large groups.
May be assigned to other county locations based upon operational needs.
Attends work on a regular and consistent basis.
Must adhere to federal, state, county, and local ordinances.
Responds to emergency situations.
Performs other duties as assigned.

Minimum Requirements

Seven (7) years of clinical experience in an emergency medical setting with direct patient contact, experience as a paramedic in an advanced life support system providing prehospital response or clinical experience equivalent in an emergency care setting. Two (2) of the seven (7) years to include experience in a supervisory or training/mentoring role in which interacting with subordinates was routine.

Bachelor's degree and three (3) years of clinical experience as a paramedic in an advanced life support system providing prehospital response or clinical experience equivalent in an emergency department care setting. Two (2) of the three (3) years to include experience in a supervisory or training/mentoring role in which interacting with subordinates was routine.

A comparable amount of education, training, or experience may be substituted for the minimum requirements.

Must possess and maintain a valid driver's license at time of hire.

Must possess a valid Florida driver's license within 30 days of hire and maintain thereafter.

The preferred candidate

Having met the requirements, will have experience with quality assurance/improvement projects; and will have recent experience (i.e., within 90 days prior to this job posting) working as an emergency care provider. They will also have a true understanding of how prehospital medicine works and experience with both fire based and third-party service ambulance transport systems.
