GENERAL FUNCTIONS

Conducts city economic development and special project initiatives at City Manager request. Researches and writes grants. Completes analysis, studies and reports on special projects, as assigned by City Manager. Coordinates and prepares Capital Improvement Plan and Legislative Requests for presentation to Council. Coordinates and prepares the Annual Report and other city publications. Serves as the City's Public Information Officer (PIO).

JOB FUNCTIONS AND MAJOR ACTIVITIES
  1. Coordinate and implement the City's Communication's Plan including the Social Media Policy and website. Manage social media pages on behalf of admin and other depts. Assist troubleshooting. COH Webmaster/Admin.
  2. Researches and writes grants/capital requests for fed and state for citywide community/economic development projects.
  3. Performs research, analysis, studies and prepares reports on special projects as assigned by City Manager.
  4. Acts as the City's point of contact on assigned projects, coordinates projects through systematic project management approach: conception, team selection, scheduling, monitoring, completion and evaluation.
  5. Coordinates and prepares City's Annual Report, and other city publications.
  6. Coordinates and assists departments in preparation of the City's Capital Improvement Program (CIP) and Legislative Requests. Compiles, analyzes and presents program to the Council through the City Manager.
  7. Serves as City Manager's representative at city functions, committee and task force meetings as assigned.
  8. Serves as the City's Public Information Officer (PIO).
  9. Serves as the PIO Technical Support Unit (TSU) in all disaster preparedness drills and training, and emergency situations.
  10. Serves as City's registered Alaska Public Offices Commission (APOC) person for state lobbying and ballot public information campaigns. Facilitates disclosure and reporting as required by the APOC.
  11. Coordinates with agencies, federal and state delegations, elected officials, and city lobbyists for government relations.
  12. Facilitates disclosure and reporting as required by the Alaska Public Offices Commission.
  13. Directs and supervises Special Projects Assistant.
  14. Provides back-up support to administrative personnel as assigned.
  15. Performs other duties as assigned by City Manager.
KNOWLEDGE, SKILLS AND ABILITIES

Five years experience in economic development, special project initiatives, and grant writing or related field and a Bachelor's degree. Extensive knowledge of Federal and State funding sources available for economic development, grant and proposal writing techniques, and economic and social factors affecting the Kenai Peninsula. Proficiency with computers and publishing programs. Ability to research and plan, mobilize resources, project monitoring and community relations. Skill in application of planning principles, evaluation and review techniques, development strategy preparation and work plan development. Requires well developed writing and public speaking skills, judgment and tact in maintaining effective relationships with public and various agencies.

DECISION MAKING RESPONSIBILITIES/ AUTHORITY

Requires independent judgment to formulate innovative techniques, presentation methods, etc. Responsible for accuracy and clarity of reports and plans. Activities are a moderate source of potential liability to the City. Develops procedures for City's Communication's Plan, the CIP, and economic development on a city-wide level. Moderate budget expenditure authority on unit level.

SUPERVISORY AUTHORITY

Supervises part-time Special Projects Assistant.

EXTERNAL VISIBILITY/CONTACT

High frequency of contact with key City personnel, government officials, state and federal agencies concerning the capital improvement program and economic development issues. High frequency of attendance at public meetings. Moderate frequency of contact with the general public. Moderate frequency of contact with key service personnel.

WORKING CONDITIONS

Office environment. Travel to and attendance at evening meetings required.
