Special Operations Support Policy Staff Officer III

JMark Services, Inc. is seeking an experienced and mission-focused Special Operations Support Policy Staff Officer III to support the HUMINT & Sensitive Activities Directorate within the Office of the Under Secretary of War for Intelligence and Security (OUSW(I&S)).

This position provides high-level support for the oversight, coordination, and development of policies related to sensitive activities, special operations, counterterrorism, and irregular warfare initiatives. The selected candidate will work directly with senior leaders and stakeholders across the Department of War and Intelligence Community to support strategic policy development, operational coordination, and executive decision-making.

The ideal candidate will possess extensive experience supporting Special Operations Forces (SOF), clandestine operations, and sensitive policy environments, along with the ability to operate effectively in fast-paced, high‑visibility mission settings.

Key Responsibilities
Policy Development & Coordination
  • Support the oversight, management, and coordination of complex sensitive programs and activities.
  • Assist with planning, directing, and coordinating policy development efforts related to sensitive activities and special operations support.
  • Provide rapid‑response support for short‑notice taskings, executive inquiries, and senior leader decision support requirements.
  • Coordinate across Department of War organizations and stakeholders to support policy alignment, operational integration, and mission objectives.
Research & Analysis
  • Research, gather, and synthesize intelligence and operational information related to special operations, counterterrorism, irregular warfare, and sensitive activities.
  • Prepare background papers, executive summaries, briefing packages, read‑ahead materials, and talking points for senior leadership engagements and decision‑making forums.
  • Analyze intelligence and operational policy issues and provide strategic recommendations to senior government officials.
  • Support the development, review, and revision of strategic guidance and policy direction related to sensitive activities and special operations.
  • Assist in coordinating assessment, reporting, and oversight activities tied to sensitive programs and operational initiatives.
  • Contribute to implementing solutions that improve operational effectiveness and support informed decision‑making processes.
Required Qualifications
  • Must be a U.S. Citizen.
  • Must possess an active TS/SCI clearance.
  • Bachelor’s Degree required.
  • Minimum of 5 years of experience supporting Special Operations Forces (SOF) and/or clandestine operations.
  • Minimum of 5 years of experience developing policy and providing strategic recommendations.
  • Strong analytical, organizational, and communication skills.
  • Ability to manage multiple priorities and work collaboratively in a high‑stakes, mission‑focused environment.
  • Experience preparing executive‑level briefings, reports, staff packages, and policy documentation.
Preferred Qualifications
  • Familiarity with Department of War policy processes and intelligence oversight environments.
  • Knowledge of sensitive activities, counterterrorism operations, irregular warfare, and special access programs.
  • Experience supporting senior government leadership in operational, policy, or strategic planning roles.
  • Ability to work independently with minimal supervision while maintaining exceptional attention to detail.
  • Experience coordinating across military, Intelligence Community, and interagency stakeholders preferred.
