In meeting this mission, Attorney General Kathy Jennings is supported by teams of talented lawyers and staff in the Criminal, Civil, Family, Fraud and Consumer Protection, and Civil Rights and Public Trust Divisions. Each of the more than 500 staff who work in the Office of the Attorney General are dedicated to serving all Delawareans with integrity and passion.
Deputy Attorneys General, with critical support from criminal special investigators, victim service specialists, paraprofessionals, and administrative staff, prosecute criminal cases, enforce consumer laws, provide counsel to state agencies, ensure the public's access to open government, protect the abused, and much more.

Summary Statement

The Fraud and Consumer Protection Division, Medicaid Fraud Control Unit (“MFCU”), seeks a Special Investigator.� Under direct supervision of the Chief Special Investigator, this Special Investigator is responsible for conducting investigations of alleged civil and criminal Medicaid fraud by health care providers; patient abuse, neglect, mistreatment, and financial exploitation in facilities; and diversion of pharmaceutical drugs by health care providers in facilities.� While this position is located in New Castle County, Wilmington, Delaware, MFCU’s jurisdiction is statewide, and investigations will require occasional travel to Kent and Sussex Counties.

Essential Functions

This Special Investigator will work directly with MFCU Deputy Attorneys General in pre-arrest investigations, post-arrest investigations, prosecutions, and civil litigation.� This Special Investigator will interview witnesses, obtain evidence, attend court proceedings, testify as needed, and provide overall vertical prosecution assistance to the Deputy Attorneys General on specific cases.� Depending on the investigation type, this Special Investigator will also collaborate with MFCU auditors and/or nurse analysts.


This Special Investigator will prepare and submit timely reports of interviews and investigations.� This Special Investigator will maintain professional liaisons and coordinate investigations with relevant federal and/or state law enforcement and regulatory agencies.� Duties will include conducting outreach or training presentations, assisting with the intake of cases as needed, and performing other duties as assigned.


Job Requirements

Applicants must have education, training and/or experience demonstrating competence in each of the following areas:







Minimum five years law enforcement experience.
Ability to investigate complex and difficult cases both independently and as part of a team.
Ability to prepare comprehensive investigative reports for review by a Deputy Attorney General for civil and criminal complaints.
Strong written and verbal communication skills.
Current or recent Police Officers Standards Training (“POST”) certification.�
Familiarity with Microsoft Office (Word, Excel, PowerPoint), DELJIS, NCIC, and LEISS.
Possession of a valid driver’s license.
Ability to qualify to carry a DOJ-issued firearm.
Willingness to travel and attend various training opportunities as needed.
