Job Summary:

The Baltimore City Department of Housing and Community Development (DHCD) was created in 1968 to consolidate local community development efforts with housing and building code enforcement. With over 400 employees, DHCD strengthens City neighborhoods by attracting investors, developers, and homebuyers. Through the administration of Community Development Block Grant (CDBG), HOME funds, City bond funds, and other creative financing mechanisms, DHCD finances and guides strategic development projects to meet housing and neighborhood needs. The Special Assistant will support the high level confidential and administrative functions of the Development Division’s Assistant Commissioners.

Essential Functions:

  • Assists the Assistant Commissioner – Land Resources in formulating and implementing administrative policies, practices, procedures and long-term goals of the division.
  • Performs confidential and special projects and researches and prepares reports and correspondence for the Assistant Commissioner.
  • Investigates and resolves confidential and sensitive administrative problems, complaints and situations at the request of the Assistant Commissioner.
  • Prepares appropriate reports to support the investigation results.
  • Provides information, assistance and answers to question from staff and external agencies.
  • Acts as liaison for Assistant Commissioner when dealing with staff, external agencies, elected officials and other Assistant Commissioners.
  • Maintains the Assistant Commissioner’s schedule/calendar, as well as the Division’s calendar.
  • Exercises sound judgment, tact and courtesy in screening visitors and telephone calls for the Assistant Commissioner; provides information to answers to inquiries without requiring superior’s attention or refer calls to appropriate source on own initiative.
  • Shepherds land disposition agreements, deeds, option contracts and other documents through the signature and Board of Estimates approval processes.
  • Maintains database to manage signature process. Enters information related to real property transactions into the Division’s Land Acquisition Management System.
  • Maintains office supply inventory and purchases new supplies, distributing to staff as necessary. Processes division purchases and real estate transaction payments through CitiBuy and Citi Dynamics.
  • Maintains personal and confidential files and oversees maintenance of other important and/or sensitive record systems.
  • Maintains edits and updates Land Resources staff payroll records.
  • May train other administrative staff on various systems and equipment. Performs other related duties are required.

Minimum Qualifications:

Education: Graduation from an accredited high school or possession of a GED certificate.

AND

Experience: Have five years of office support experience including two years in taking and transcribing dictation, scheduling appointments, writing correspondence and setting up meetings and agendas.

OR

Equivalency Notes: Have an equivalent combination of education and experience.

Knowledge, Skills, & Abilities:

  • Knowledge of English grammar, spelling and punctuation.
  • Knowledge of office practices including office protocol and various filing procedures.
  • Knowledge of standard business formats for correspondence, narrative reports and related materials.
  • Ability to efficiently and effectively plan and direct the work of a group of lower-level employees.
  • Ability to effectively train or orient subordinate employees in new or revised procedures.
  • Ability to shift priorities and re-distribute work assignments to meet changing deadlines.
  • Ability to represent superior at meetings.
  • Ability to take and transcribe dictation at an acceptable rate of speed and accuracy.
  • Ability to exercise sound judgment on a variety of matters guided by general instructions.
  • Ability to compose correspondence.
  • Ability to locate and retrieve information from a variety of sources and to compile the information, following general directions.
  • Ability to deal with other employees and the public with tact and courtesy.
  • Ability to perform arithmetic computations with accuracy.
  • Supervisory ability.

Additional Information

Background Check

Eligible candidates under final consideration for appointment to positions identified as positions of trust will be required to complete authorization for a Criminal Background Check and/or Fingerprint must be successfully completed.

Probation

All persons, including current City employees, selected for this position must complete a mandatory six-month probation.

This position is required to complete a Financial Disclosure pursuant to Sections 7-7, 7-8, and 7-9 of the City Ethics Law. The initial financial disclosure must be submitted within 30 days of hire.
