Job summary

Parker Meggitt Fluid Systems Division – North Hollywood seeks a Sourcing Manager to lead the purchasing staff and direct aerospace procurement activities for the site. You will plan, coordinate, and direct complex procurement processes from proposal to receipt, including supplier performance and subcontracts.

Requirements include a Bachelor's degree (MBA preferred), 7+ years of aerospace procurement leadership, SAP ERP/MRP experience, ACIPS certification preferred, and U.S. citizenship.

Qualifications

  • Bachelor's degree required; MBA preferred.
  • 7+ years aerospace procurement and supply chain leadership experience.
  • SAP ERP/MRP system experience highly preferred; High Mix aerospace environment preferred.
  • ACIPS certification (ASCM CSCP or CPIM) strongly preferred.
  • Must be a U.S. Person as defined by U.S. law.

Responsibilities

  • Lead and direct work for the purchasing team including staff, interns, and contractors.
  • Develop procurement strategies and oversee all procurement and material planning activities.
  • Organize and implement cost-reduction initiatives to maximize ROI.
  • Manage risk in the supply chain and ensure compliance with laws and policies.
  • Manage contractual differences between PO requirements and supplier performance; ensure TINA compliance.
  • Monitor aerospace market to plan mitigation and ensure continuity of operations.
  • Ensure quoting complies with FAR/DFAR and that terms flow to vendors via RFQ/RFP.
  • Plan negotiations for sub-contracts to control expenditures within budgets.
  • Ensure SCM KPIs (delay reduction, OTIF/LISC, DSI, DPO, PPV/PPI, LT, PR-PO) are met.
  • Support Supplier FAIR/PPAP, ITAR/EAR flow down.
  • Support corporate traceability reporting for conflict materials and RoHS/REACH.
  • Lead SAP exception message management with SIOP and planning teams.
  • Coordinate with transfer, supplier performance, costing, and quality teams.
  • Oversee staff development, performance, and training.

Parker Meggitt Fluid Systems Division – North Hollywood, California site was established in 1947 and acquired by Meggitt in 1999. In 2019, the facility was designated Parker Meggitt’s Machining Center of Excellence with state-of-the-art multi-axis milling, turning, and additive layer manufacturing equipment.

Parker Meggitt Fluid Systems Division – North Hollywood, California manufacturing features an upgraded 110k square foot, world-class manufacturing and testing facility. The facility has been designated as a Machining Center of Excellence within the Parker Meggitt group with recent additions of state-of-the-art multi-axis milling, turning, and additive layer manufacturing equipment. We also have testing capabilities for fluid and pneumatic valves that can duplicate modern aircraft systems' high temperatures, pressures, and flow rates. With our in‑house design and development capabilities and growing product portfolio, we are in a leadership position for the next generation of high-performance aircraft engines and airframes.

Parker Meggitt Fluid Systems Division – North Hollywood, California facility designs and manufactures valves and controls that regulate the flow of air and fluids under pressure and high temperatures. Its pneumatic and fluid control lines include fuel, mixing, starter valves, air‑oil separators, and solenoid valves used in commercial and military aircraft and aero engines. Industrial offerings provide fuel and bleed‑air control valves and ground fueling products for power generation and mechanical drives.

Parker Meggitt - North Hollywood designs, validates, and manufactures valves that reliably control high-pressure engine bleed air, hydraulic fluid, and fuel in extreme temperature, pressure and vibration environments. The FY25 sales plan is $218M, and there are approximately 290 total team members at the site, with 127 in the UAW union.

Job Designation
  • The Sourcing Manager leads the Purchasing staff and the procurement activities (Product and Non-Product) for the site
  • Plan, coordinate, and direct complex aerospace procurement processes from initial proposal/quote through receipt of purchased parts and services including returns to vendor and subcontracts
  • Ensure that procurement procedures comply with laws (domestic/international), regulations and internal corporate policies and objectives
Job Core Responsibilities
  • Lead and direct work for the team of purchasing employees including regular, intern/co‑op, and contractor staff
  • Develop procurement strategies and oversee all procurement and material planning activities from initial proposal/quote efforts through receipt of the product or service
  • Organize, direct, and implement cost‑reduction activities to ensure maximum return on expenditures
  • Implement processes to manage risk within the supply chain and monitor procurement procedures to comply with laws (domestic/international), regulations and company policy
  • Manage contractual differences between purchase order requirements and supplier performance; establish contractual obligations while ensuring compliance with laws and truth in negotiations (TINA)
  • Monitor the changing aerospace marketplace to plan and execute mitigation strategies that preserve cost and delivery performance; ensure site continuity of operations
  • Ensure quoting process is compliant with price competitiveness and other U.S. FAR/DFAR clauses, and that those T&Cs are flowed to vendor base via the RFQ/RFP process
  • Plan tactics and strategies for negotiations of sub‑contracts to maintain expenditures within program material budget
  • Ensure Purchasing team meets SCM KPIs on depth of delay reduction, OTIF/LISC, Work Transfer throughput, DSI, DPO, PPV/PPI, RPPM, LT improvements, and PR‑PO conversion timeliness
  • Support Supplier FAIR/PPAP process and compliance for purchased parts to include ITAR/EAR flow down
  • Support Corporate traceability reporting for conflict materials, ROHS/REACH compliance and other international, Federal, State, and local regulations
  • Lead and mentor the purchasing team on management and actioning of SAP exception messages (pull in, push out, cancel, past due/overdue)
  • In coordination with SIOP and Planning team, execute exception messages to align supply plan and risk with demand/capacity plan to ensure continuous factory flow
  • Closely manage supplier RMA/RTV process to ensure timely and effective support for continuity of factory (OE and MRO) operations
  • Coordinate team support to work transfer team, supplier performance & development teams, costing/bid team, SIOP process including PFEP, quality, engineering, and operational excellence teams
  • Manage staff selection, performance, development, and training to ensure team competencies and capabilities deliver business goals and expectations

  • Regular, consistent, and punctual attendance is required
  • May need to work nights and weekends, variable schedule(s), and additional hours as necessary
Qualifications
  • Education: Bachelor's degree is required; MBA preferred
  • Years of Experience: 7+ years of aerospace (AS9100/9102) procurement and supply chain leadership experience
  • Technical Experience: SAP ERP/MRP system experience highly preferred; High Mix aerospace manufacturing environment preferred
  • Certification: ACIPS certification (ASCM CSCP or CPIM) strongly preferred
  • Citizenship: Must be a U.S. Person as defined by U.S. law
