Job summary

Responsibilities

  • Supervise and review crew schedules; coordinate cross-training including safety training.
  • Recommend personnel actions such as selection, evaluation, or disciplinary actions.
  • Stay informed on new Solid Waste practices and equipment; address citizen complaints.

Supervise/manage/direct the selection, training, development, appraisal, and work assignments of personnel.

Conditions of Employment

Position Purpose

To enhance the quality of life of City of Enid residents through the coordination of the efficient removal, recycle and disposal of residential and commercial waste refuse by providing appropriate motivation and oversight, training, tools and equipment to collection employees and to lower repair costs and ensure reliable operation of collection vehicles and other equipment through the development, coordination, and implementation of a preventive maintenance program.

Essential Functions And Basic Duties
  • Monitor Solid Waste Department operations to ensure that they remain safe, secure, and well maintained.
  • Develop short-term and long-term goals, deadlines, and processes for timely and efficient waste collection and equipment maintenance operations.
  • Analyze internal processes and recommend and implement procedural or policy changes to improve operations such as updating of equipment.
  • Plan, administer and control budgets for equipment and supplies, including bid work.
  • Prepare and review operational reports and schedules to ensure accuracy and efficiency.
  • Prepare, compile, and submit reports on work activities, operations, production, and work-related accidents.
  • Oversee projects to improve efficiency and to ensure that facilities and equipment meet environmental, health, and security standards, and comply with government regulations.
  • Supervise, assign, and review work schedules of crew. Coordinate adequate cross-training of employees to include training on safety policies and procedures.
  • Recommend or implement personnel actions such as employee selection, evaluation, or disciplinary actions.
  • Keep abreast of new developments in Solid Waste practices and equipment.
  • Investigate and reconcile citizen complaints.
  • Provide assistance to other departments as needed.
  • Performs other duties as required.
Performance Measurements
  • The Solid Waste department runs smoothly and efficiently.
  • Waste is collected in a timely and efficient manner and disposed of pursuant to EPA regulations. Low incidence of citizen complaints.
  • Procedures and processes are well maintained, documented, and recorded.
  • Policies and procedures in City of Enid personnel manual and safety manual are understood and followed. Effective supervisory skills are demonstrated.
  • Employees are well trained and have appropriate equipment to perform at capacity.
  • Solid Waste equipment and vehicles are clean and well maintained and a replacement schedule is in place and periodically updated. Vehicle and equipment repair costs are kept at a minimum.
  • Assistance and support are provided to other departments as needed.
  • Effective working relations exist with public and City personnel. City management is appropriately informed.
  • The City’s professional reputation is maintained.
Qualifications

EDUCATION/EXPERIENCE: Associate’s Degree (A.A.) or equivalent two-year college or technical school; or two years related experience and/or training; or equivalent combination of education and experience.

Certificates/Licenses

Additional training preferred.

Required Knowledge

Administration and Management: Knowledge of business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership technique, production methods, and coordination of people and resources.

Computer

Proficient personal computer skills including electronic mail, record-keeping, routine database activity to include development of spreadsheets, formulas, record tracking applications, word processing, graphics, etc.

Work Schedule/Hours

Regular – 8 hour shift, typically 7:00 a.m. to 4:00 p.m., Monday - Friday.

Other – Salaried position requiring occasional attendance at meetings after hours and the ability to respond personally or by phone to address problems that may develop after normal work hours.

Work Conditions

Indoor shop environment and outdoors exposed to changing weather conditions (for instance, rain, sun, snow, wind, etc.).
