SUPERVISOR: Director/ SW Lead Manager SUPERVISES: Scale Attendant

LOCATION: Leavenworth County Transfer Station, 24967 136th St., Lansing, KS 66043

Tuesday-Friday 7:45 am to 4:15pm Saturday 7am to 3pm

RESIDENCY POLICY

Residency is defined as the place where one’s primary residence is located. The boundaries for Leavenworth County employees incorporate adjacent counties to include: Wyandotte, Johnson, Douglas, Jefferson, and Atchison Counties in Kansas and Platte County, Missouri. Certain departments within the County may have more stringent requirements for residency such as the Sheriff’s Department and Emergency Medical Services. Any exception to this residency requirement must be specifically approved by the BOCC. (Revised 04/21/05)

SCOPE

Serves as the lead customer service personnel who manages the daily scale operations and fee collections. Responsible for the training and accountability for both scales. Performs general office operations involving the use of a scale monitor, computer, printer, and fees calculator. Serves as the main point of customer contact by phone and in person, directing customers to solid waste areas such as recycling, bays, and dumping zones. Responsible for keeping accurate records of all monetary transactions, preparing daily deposit and balance receipts, and posting fees to individual commercial customer accounts. Performs billing and collections on late accounts. Must possess a high level of organization and communication skills. Ability to deal with disgruntled customers. Responsible for customer invoicing. Responsible for purchase orders and working with Accounts payable to ensure proper allocation. Responsible for keeping the Transfer Station webpage current. NOTE: Scavenging of solid waste is strictly prohibited and is against Department policy.

  • 30% 3. Managing monetary funds, deposit receipts, and account fee postings.

HUMAN RELATIONS (This is not an inclusive list, other tasks/duties may be assigned.)
  • Works closely with director, facility lead, scale operator, solid waste heavy equipment operators and customers during scheduled shifts at the transfer station.
  • Must possess the ability to communicate clearly and concisely in person, on the phone and over the radio.
  • Must be able to discuss customer accounts, read financial reports, and check customer fee assessments.
  • Communicate daily with the Solid Waste director concerning daily operations, customer service inquiries, and daily transaction reports.
  • Ability to remain calm with co-workers and general public.
ILLUSTRATIVE TASKS (This is not an inclusive list, other tasks/duties may be assigned.)
  • Greets each customer at the scale window.
  • Controls the traffic flow on and off scale, directing customers to appropriate waste dumping locations.
  • Completes monetary transactions, handles money and provides receipts.
  • Responsible for maintaining accurate records.
  • Responsible for maintaining organization and cleanliness of the scale attendant desk and files.
  • Completes the cash on hand balances and deposit receipts daily for both scales.
  • Communicates on the phone or by hand held radio with director and Solid Waste staff for daily activities and customer traffic flow.
MINIMUM QUALIFICATIONS
  • Must have High School Diploma/GED. Minimum six-month experience in the retail, general office, or customer service fields with monetary recordkeeping responsibilities.
  • Must possess a current valid driver’s license.
  • Must meet requirements outlined in Knowledge and Skills section marked with an *.
  • Must possess HHW Certification or obtain in one year and keep yearly recertification up to date.
  • Ability to follow best management practices, reporting associated with the duties as assigned to include but not limited to general facility housekeeping and scale operations.
ENVIRONMENTAL DEMANDS

Work is performed at a desk in an enclosed office trailer with exposure to exhaust fumes through the scale attendant customer service window. Frequent exposure to the elements at the window may be experienced while waiting on customers and answering inquiries in person. This position cannot leave the window unattended. Breaks and lunch must be coordinated with facility staff.

ADA/PHYSICAL DEMANDS
  • Vision Must be adequate for driving and for reading .
  • Hearing Must be adequate to hear customers and co-workers in noise.
  • Speech Must be able to speak English clearly to communicate in person, on the phone, or on a handheld radio.
  • Standing/Bending Filing tasks and general office duties.
  • Walking Delivering or retrieving information, making copies.
  • Sitting Scale attendant, administrative duties, customer service calls, and computer duties
  • Lifting/Carrying 25 pounds – must be capable of lifting at least 25 pounds, i.e. file boxes, office supplies, deliveries.
  • Pushing/Pulling 50 pounds – moving file boxes, office supplies, opening/closing office cabinet drawers, and general office duties.
  • Climbing/Balancing Must be capable of climbing stairs, negotiating ramps, retrieving files or supplies from overhead, and general office duties.
  • Stooping/Kneeling Must be able to stoop/kneel for general office duties.
  • Reaching/Handling Reaching for customer service, monetary exchanges, receipts, and other office duties.
