Public Works Department is currently recruiting for
one (1) Solid Waste Operations Supervisor to assist with leading the Waste & Recycling Division. The ideal candidate has experience managing, supervising, and training staff as well as strong commercial driving technical skills and knowledge.
Under the general direction of the Solid Waste Operations Manager, the
Solid Waste Operations Supervisor will perform responsible supervisory and administrative support duties within the Waste & Recycling Division of the Public Works Department; supervise and coordinate residential and commercial waste collections and related functions; assist in coordinating solid waste activities with other divisions and departments; analyze operational data to identify trends, optimize collection routes, and support decision-making.
SUPERVISION EXERCISEDThis class provides direct and indirect supervision to lower level personnel for a preponderance of the time.
DISTINGUISHING CHARACTERISTICSThe Solid Waste Operations Supervisor is distinguished from the Senior Maintenance Worker lead classification in that the former has greater responsibility, autonomy, and discretion in planning and performing or overseeing the most difficult and complex projects. Incumbents in the Solid Waste Operations Supervisor class have day-to-day oversight and responsibility for assigned work and may delegate or authorize assigned work to the lead worker or lower level classifications.
This is an exempt position and part of the Folsom Middle Management Group (FMMG).

Each individual in the classification does not necessarily perform all the duties listed.- Plan, direct, supervise and provide technical assistance to staff engaged in waste and recycling collection activities, including clerical staff.
- Assign work, make hiring decisions, supervise, train, counsel, discipline, and evaluate performance of subordinate staff.
- Monitor staff workflow; coordinate collection activities to ensure alignment with Division mission and goals; review and evaluate work products, methods, and procedures.
- Ensure that assigned operations adhere to health and safety regulations and requirements; monitor equipment for appropriate and safe operation.
- Recommend and implement policies and procedures regarding Division activities; interpret and apply laws, work rules, MOU's, and regulations that affect Division operations.
- Assist with planning, developing, and establishing long- and short-term Division goals and objectives.
- Recommend and implement unit goals and objectives as well as policies and procedures.
- Establish and monitor performance measures in regard to operational activities such as daily workload, attendance, equipment and fuel usage.
- Manage collection fleet including preventative maintenance and replacement scheduling; and procurement activities such as preparing specifications, staff reports, bids, and contracts.
- Review proposed local, state and federal regulations to determine potential operational impacts.
- Design and implement program changes in response to regulations impacting solid waste management and diversion.
- Assist in developing and administering program budgets and monitoring costs and fees.
- Respond to sensitive complaints, concerns, and questions from the public; respond to media inquiries.
- Manage request for proposals for division services, which includes soliciting suppliers, reviewing proposals, and making selection recommendation.
- Perform special projects, technical studies, and reports.
- Review solid waste contracts and specifications and coordinate with contractors.
- Coordinate with insurance adjustors on solid waste collection claims.
- Prepare and analyze reports and studies.
- Prepare business correspondence.

Experience:Four (4) years of increasingly responsible full-time solid waste-related operations work, including one (1) year as a lead worker.
Preferred Qualifications:Possession of a California Class B driver license.
Substitution:Additional experience can substitute the required education on a year-for-year basis.
License, Certification, Registration Requirements:- Possession of, or the ability to obtain and retain, a California Class C driver license by the time of appointment. Individuals who do not meet this requirement due to a disability will be reviewed on a case-by-case basis.
- Possession of, or the ability to obtain and retain, a California Class B driver license by completion of probationary period.
