Job description

Manages, plans, directs, and coordinates the operation and facilities maintenance of all solid waste processing and disposal facilities in the County; landfills, closed landfills, refuse processing operations, transfer stations, recycling centers, diversion and convenience centers on Maui, Molokai, and Lanai to ensure that each functions efficiently, and sustainably within permit limits and regulatory requirements; performs other related duties as required.

Distinguishing Characteristics:

This class is distinguished by its responsibility in managing, planning, directing, coordinating the operation, maintenance, and repair of all landfill, refuse processing, and disposal operations and facilities within the County of Maui.

  • Manages, plans, directs, and coordinates, directly and through subordinate supervisors, all facets of the operation, installation, repair, maintenance, and regulatory compliance of the various refuse processing and disposal facilities including sanitary landfills, closed landfills, transfer stations, convenience centers, recycling centers, and other auxiliary structures and infrastructure throughout Maui County.
  • Evaluates work practices and procedures to develop and implement improvements, operating characteristics and regulatory requirements of the various disposal facilities and effect improvements.
  • Develops specifications for heavy equipment purchases and major repairs for tractor/trailers, wheel loaders, tractor crawlers, backhoes, water trucks, etc.
  • Establishes policies, procedures, and standards for the operation and maintenance of the various facilities and waste activities, directs technical changes and modifications in equipment or operating procedures to improve efficiency, prolong life of equipment, and comply with anti-pollution, environmental, and regulatory requirements.
  • Coordinates work with other units of the Division to insure cooperation and timely assistance, and the maintenance of effective working relationships.
  • Explores technological developments for applications which may enhance Solid Waste operations, management, maintenance, and long term planning.
  • Oversees other managerial duties, including personnel actions, selection, assignment, transfers, investigations and discipline of personnel in accordance with personnel rules and collective bargaining agreements, resolving personnel issues, employee evaluations; investigations and disciplinary action recommendations.
  • Directs, coordinates and monitors remedial actions during emergency situations.
  • Recommends improvements, modifications, and additions to facilities to ensure efficient operations.
  • Directs the review of ongoing operations to assure compliance with various permits required by law and all DOH, EPA, OSHA, solid and hazardous waste requirements, etc.
  • Acts as principle consultant to and advises contractors, construction engineers and other engaged during the construction of a new or the renovation of existing facilities in the technical aspects of the operation and routine maintenance for the equipment or systems installed.
  • Consults with superiors and engineers in resolving problems, evaluating major changes and modifications, or reviewing plans, designs and specifications.
  • Develops plans and work priorities to meet EPA, DOH, County of Maui and OSHA quality standards, insure adherence to the Clean Air Act, Subtitle D, Sludge and C&D disposal, etc.
  • Prepares and updates operating and maintenance manuals.
  • Oversees the development of training and safety programs for operations personnel. Provides training on the routine, preventative maintenance and operation of Solid Waste equipment.
  • Supervises the establishment and updating of manuals and records for process control data and history.
  • Reviews analytical studies developed to ascertain the effectiveness of current operating practices. Initiates changes if and when necessary to insure the maximum performance of all facility processes.
  • Participates in the development and oversight of the operating and equipment budget, and recommends required CIP projects.
  • Works with others to develop cost, design or other parameters, including long term planning and budgeting requirements to meet the provisions of the division's long range operations and maintenance program.
  • Recommends for approval work related requisitions, purchase orders, contracts, etc. Keeps records and prepares and submits operational reports.
  • Performs other related duties as required.
Training and Experience:

A combination of education and experience substantially equivalent to graduation from high school and five (5) years of administrative and/or managerial experience in the operation and maintenance of a large and/or complex industrial plant, solid waste facility, major utility, construction company, or equivalent; four (4) of which shall have been in a supervisory capacity.

Licensed Requirement:

Possession of a motor vehicle operator's license valid in the State of Hawaii (equivalent to Hawaii Type 3).

Knowledge of:

principles and practices of supervision and administration; County, State and Federal laws, regulations, policies, practices, procedures, permit requirements and decrees applicable to the operation of solid waste landfills, transfer stations, and disposal facilities; proper operation and maintenance of heavy construction and landfill equipment and tools used in the landfills and transfer stations; methods and techniques used in the disposal of solid waste and the operation of a sanitary landfill; occupational hazards and safety principles applicable to the work; building maintenance practices and procedures; sanitation and environmental principles, regulations and requirements pertinent to transfer station, convenience centers, landfill operations and waste diversion activities; safety regulations and precautions; report writing and record keeping practices and procedures; use of standard office machines and equipment, including personal computers, peripheral equipment, and software applications.

Ability to:

plan, supervise and coordinate activities involving the operation and maintenance of a solid waste landfill, facilities and related equipment; evaluate work practices and procedures and develop and implement improvements; interpret and apply policies, regulations and laws; review and interpret plans and designs prepared by engineers and contractors; develop and administer training and safety programs; maintain records and prepare reports and budget estimates; understand and follow purchasing policies and procedures; deal effectively with employees, other governmental agencies, and the public; give clear and concise oral and written instructions; develop specifications for heavy equipment such as tractor/trailers, wheel loaders, tractor crawlers, backhoes, cranes, etc.; and operate a personal computer using a variety of software applications.
