Description

Performs difficult technical work in the development and operation of a County-wide residential waste collection and recycling program; does related work as required such as preparing recycling information and maintaining files and records. Supervises collection center operations. Supervision is exercised over subordinate personnel.

ESSENTIAL DUTIES & RESPONSIBILITIES:

Manages customer-friendly, safe, and efficient residential waste and recycling collection system.

Plans, recommends, and implements residential, commercial, school, and internal recycling programs.

Prepares written and oral information to schools and community organizations to encourage maximum public participation in recycling.

Supervises Collection Services Coordinator, Administration Manager, and Waste Management Enforcement positions.

Supervises the performance of subordinate personnel. Orients, trains, plans, and assigns work. Conducts annual employee evaluations. Makes personnel status change recommendations when applicable.

Accurately establishes, updates, and maintains a variety of files and records. Prepares management documents, reports, and grant applications.

Develops and maintains market contracts for recyclable materials; determines quality control needs.

Manages hauling services contracts including service requirements and invoice reconciliation.

Coordinates collection center maintenance and repair needs.

Oversees Solid Waste facility administration and scale house operations; develops related policies.

Serves as the Solid Waste Tyler Munis accounting system and Paradigm software lead.

Maintains comprehensive records generated from scales transactions and contractor records and prepares related regulatory and efficiency reports.

Maintains financial records and monitors operational and fiscal performance including AP/AR, budget preparation, procurement and provides guidance to ensure attainment of objectives.

Assists with procurement of Solid Waste services contracts.

Coordinates development of Solid Waste public information/education and staff training programs.

Serves as interim Solid Waste Division Manager as necessary.

Actively participates in solid waste training conferences and other networking opportunities.

Encourages employee skill development and develops succession plans across the Solid Waste Division.

Creates and promotes a culture of high performance and continuous improvement, as well as an efficient and conflict-free workplace.

Accomplishes all tasks as appropriately assigned or requested by management.

Participates in employee meetings and training as needed.

Performs special projects as assigned.

Meets attendance requirements and maintains the highest level of dependability.

Consistently demonstrates ability to respond to changing situations in a flexible manner in order to meet current needs and reprioritizes work as necessary.

QUALIFICATIONS:
Education /Experience:

Any combination of education and experience equivalent to graduation from an accredited community college or university with major course work in business management, environmental studies or related field and some experience in recycling and related operations.

Knowledge/Skillsand Abilities:

Thorough knowledge of the principles and practices of recycling programs; thorough knowledge of current and projected trends in the recycling of solid waste from residential, commercia, and industrial facilities; general knowledge of the principles and practices to promote, implement, and maintain public awareness and citizen involvement programs; ability to understand and follow written and oral instructions; ability to solve problems within scope of responsibility; ability to serve as a representative of the County and speak before citizen groups; ability to establish and maintains effective working relationships with officials, other employees, and the general public.

Certifications/Licenses:

Must possess a valid Commonwealth of Virginia driver’s license, proof of insurance required to drive on County business, and acceptable driving record.

Must possess an appropriate SWANA Recycling certificate.

Special/Additional Requirements:

Subject to a complete criminal history background search and drug screening with acceptable results.

May be responsible for responding to after-hours emergencies involving County facilities.

May be required to work beyond a normal schedule to include rotating shifts, weekends, and holidays to meet the needs of the department.
