Position Overview

The Software Architect for a government healthcare portal is a critical leadership role, focused on advancement of the platform and driving the integration with Oracle Health (Cerner) systems. You will design, develop, and manage the architecture that ensures a secure, scalable, and efficient platform, enhancing the experience for veterans utilizing VA health services.You may provide oversight, guidance, direction, prototyping, and issue resolution for all aspects of the program.

In this role, you will oversee the integration with Oracle Health (Cerner), leveraging modern cloud technologies, containerization strategies, and robust platform infrastructure, while ensuring compliance with the highest security standards.

Responsibilities
  • Lead the integration of government healthcare portal with Oracle Health (Cerner) systems, ensuring seamless interoperability, scalability, and adherence to veteran health data needs.
  • Architect and develop secure, scalable solutions using AWS (GovCloud), ensuring cloud deployments meet the strict compliance and security standards of government and healthcare environments.
  • Implement and manage containerization strategies (e.g., Docker, Kubernetes) for efficient, scalable application deployment and management, ensuring high availability and portability.
  • Oversee credential services implementation, ensuring secure authentication and authorization mechanisms for users across all integrated systems, maintaining privacy and data integrity.
  • Collaborate with internal teams to create platform infrastructure that is resilient, scalable, and capable of supporting modern healthcare data exchange.
  • Ensure that the platform adheres to HIPAA, FedRAMP, and VA-specific security protocols, implementing best practices in security and compliance.
  • Utilize FHIR, HL7, and other health data standards to support real-time, secure exchange of healthcare data between My HealtheVet and Oracle Health (Cerner) platforms.
  • Lead cloud infrastructure planning and deployment, leveraging AWS (GovCloud) to create secure, scalable, and efficient environments.
  • Evaluate emerging technologies and recommend improvements that drive platform enhancements and better user experiences for veterans.
  • Collaborate with cross-functional teams, including clinical, IT, and cybersecurity departments, to ensure systems align with VA’s broader digital health strategy.
  • Mentor and guide development teams, ensuring best practices in software architecture, platform infrastructure, and security are maintained.
  • Monitor system performance and drive optimization efforts to ensure high availability, reliability, and responsiveness of the platform.
Required Experience/Qualifications
  • Bachelor’s degree in computer science, Engineering, or related field (master’s degree preferred).
  • 8+ years of experience in software architecture and system integration, with a focus on healthcare IT systems.
  • Expertise in Oracle Health (Cerner) systems integration with proven experience working on large-scale health data platforms.
  • Deep understanding of AWS (GovCloud) and its application in secure, government-regulated environments.
  • Experience with containerization technologies such as Docker and Kubernetes, particularly in AWS environments.
  • Strong experience in credential services and identity management systems, with a focus on secure access for healthcare platforms.
  • Knowledge of healthcare interoperability standards like FHIR, HL7, and experience ensuring compliance with HIPAA, FedRAMP, and other government security protocols.
  • Experience designing and managing platform infrastructure to ensure scalability, resilience, and high performance.
  • Familiarity with microservices architecture and deployment in cloud environments.Experience in government/VA systems is highly preferred, along with a solid understanding of the healthcare IT landscape.
  • Credential services management, ensuring secure access across systems.
  • Experience with data storage architectures; relational, object, distributed, document-oriented, mobile databases; data warehouses
  • Experience working in an agile software development team
Preferred Experience/Qualifications
  • Deep understanding of Azure (GovCloud) and Google Cloud and their application in secure, government-regulated environments
  • Experience working in a team to writing and respond to government Requests for Proposal(RFP)or Requests for Information(RFI).
  • Ability to mentor team members in development and DevSecOps disciplines
  • Experience updating the documentation sets required to obtain an Authority to Operate.
  • Scaled Agile experience, certification is desired.
