Position Overview

This HBITS engagement supports New York’s Summer Electronic Benefits Transfer (S-EBT) program—part of a permanent nationwide initiative to provide food benefits to eligible school-age children when school meals aren’t available. As an Expert Software Developer, you’ll help design, build, test, and deploy mission-critical systems that issue and manage EBT benefits at scale. Core technologies include Oracle 12c+ (PL/SQL, performance tuning), MF COBOL and/or Visual Studio, and shell scripting (Perl preferred) to automate production operations and runbooks. The role also involves collaborating across SDLC phases and supporting a 24/7 production schedule.

Responsibilities
  • Participate in all phases of the SDLC—requirements, design, development, testing, and deployment—supporting S-EBT applications and services.
  • Write clear, complete reports that capture user requirements and business rules.
  • Deliver code changes that follow standards, are fully tested (unit/integration), and are completed and promoted on schedule.
Qualifications
  • 7 years experience working directly with Oracle 12c or higher. Experience to include PL/SQL, Functions, Stored Procedures, Table handling, and Tuning. business rules
  • 7 years experience performing development work using MF COBOL and / or Visual Studio.
  • 5 years experience performing application development work using PL/SQL.
  • 5 years experience monitoring a 24/7 production schedule of approximately 250 jobs a month. Respond to communications from production control staff and resolve any operational problems.
  • 5 years experience creating production environment runbooks using a shell scripting tool with Perl scripting preferred.
