• Review requirements, design, and testing during release cycles; sign off on contractor work.
• Oversee deployment activities and ensure high-quality technical deliveries.

Daily Responsibilities

• Responsiblefor implementing the system architecture using best practices while providing overall technical direction for the contractor team. This includes coding, unit testing, using design patterns, learningnew technologies, and becoming an expert in the system.
• Demonstrates ability to work with system owners, business owners, technical teams, and functional teams to design, implement, test, andvalidatea system.
• Provide technical direction to the contract team including application developers, database developers, testers, business analysts, and customer support specialists.
• Design and develop new code and/or support operations, maintenance, and enhancements of existing code.
• Develop conceptual and technical design including use of OOA and OOD techniques.
• Review and signoff on contractor team’srequirementsanalysis, design, development, and testing during each release cycle.
• Oversee all implementation and deployment activities.
• Ensurehighquality of the technical deliveries.Submit incident reports and lessons learned when requested.
• Effectively model organization’s business processes and integrate them with existing Enterprise systems and capabilities.
• Assess/Analyze and provide level of effort estimates for change requests, defects, and other technical tasks.
• Support release planning, scheduling, and task assignments.
• Provide assessment, consultation, and recommendations for future technical initiatives and upgrades.

Years of Experience

• Minimum 10 years of experience in technical leadership of a team.
• Minimum 8 years of experience in system integration and development and packageimplementations.
• Minimum 3 years of experience in IT projects ofsimilar sizeand complexity with same/similartechnology.

Requirements

• Experience with cloud computing and cloud-based technologies.
• Solid understanding of all parts of Software Engineering (e.g., Requirements, Design,
• Implementation, Testing) and the Enterprise Performance Life Cycle (EPLC).
• Ability to work with key owners and stakeholders to document requirements.
• Ability to learnnew technologiesquickly.
• Familiarity with or knowledge of the NIH/HHS organizational, technical, security, and/or governance environment is preferred.
• Knowledge of secure forms, workflow routing, role-based access, and sensitive employee data is preferred.

Required Clearance

• Hold or be eligible for a Public Trust Moderate (Tier 2) background investigation
