Candidates must hold a TS security clearance with SCI eligibility, have 10+ years in embassy country teams or related government service, and possess a Master’s degree in international relations or

Qualifications

  • Citizenship: US citizen.
  • Clearance: Top Secret with SCI eligibility.
  • Master’s degree in international relations, economics, or related field; DoS FSI or equivalent training.
  • 10+ years in embassy country teams or related roles; 3 years in policy development; 2 years in negotiations.

Responsibilities

  • Assist in drafting, staffing, and coordinating MOA/MOU plans per USSOCOM guidance.
  • Coordinate international negotiations for FLO/EXO presence; develop engagement points for KLEs.
  • Draft country plans outlining operations, activities, and investments with partner nations.
  • Liaise with TSOCs and HQ to align country plans with priorities.
  • Provide quarterly updates and annual assessments of J3-I country plans.
  • Collaborate across J3-I branches to maintain accurate planning data.
  • Support planning and staffing of international engagement events.
  • Develop MOA negotiations and maintain a database of USSOCOM agreements.
  • Prepare staff packages for senior staff approval and assist in staff procedures.

About the Role

CDM has an exciting new opportunity for an International SOF Integration and Assessment SME supporting Special Operations Command (SOCOM) J3I. This position has a range of activities in support of the Engagement Branch. Specific responsibilities include drafting and maintaining supporting country plans, supporting the planning, coordination and execution of international engagement events and supporting the management and maintenance of all Memorandum of Agreement/Memorandum of Understanding (MOA/MOU) in support of J3-I personal exchanges. These activities ensure the Division maintains fidelity of its efforts and investment of resources, the efforts remain integrated with the broader USSOCOM Enterprise and are annually assessed and evaluated for Return on Investment (ROI).

Responsibilities

Assist in drafting, staffing, and coordinating plans, roadmaps, MOA/MOUs in accordance with USSOCOM partnership plan and Commander’s guidance.

Process, coordinate, and track to completion all staffing actions regarding international negotiations between USSOCOM and partner nations for Foreign Liaison Officer/Exchange Officer (FLO/EXO) presence; prepare engagement plans to ensure FLO/EXO talking points are included in Key Leader Engagements (KLEs).

Draft and maintain country plans for J3- partner nations that outline USSOCOM and respective partner nations Operations, Activities and Investments (OA&Is).

Conduct liaison with TSOCs and relevant Headquarter Directorates to ensure country plans are aligned with TSOCs and HQ priorities and objectives.

Provide quarterly updates and annual assessment of J3-I country plans.

Coordinate with other J3-I branches and sections to collect and maintain accurate information regarding J3-I country plans.

Provide Subject Matter Expert support to planning and coordinating international engagement events.

Support development and staffing of engagement plans and strategies which support negotiation of MOAs for new countries.

Maintain a database of all USSOCOM international agreements affecting J3-I exchange and liaison officers and SOLO placement.

Prepare staff packages for Chief of Staff-level approval for all J3-I related international agreements.

Perform close-out and escort duties as part of the Division’s Security Procedure.

Requirements
Minimum Experience

Citizenship: Must be a US citizen

Clearance: Must have and be able to maintain a Top Secret Security Clearance with SCI Eligibility.

Education:

  • Master’s degree in international relations, economics, or related field
  • Graduate of Dept. of State Foreign Service Institute or equivalent US military program of instruction

Years of Experience:

  • Served as Foreign Service or Foreign Area Officer with 10+ years’ experience as a member of a US embassy country team, deployed developmental worker, or other member of Dept. of State or US Agency for International Development.
  • 3 years’ experience in a federal agency, GCC, or service headquarters in policy development, international agreements, and strategy.
  • 2 years’ experience or academic coursework in negotiations. Acceptable example would be experience negotiating Memos of Agreement or Understanding
