Job summary

County of Davidson is seeking an experienced Child Welfare Services Supervisor to plan, manage and direct the delivery of child welfare operations. The position reports to the Social Work Program Administrator II and oversees a team ensuring timely investigations and protective services.

Responsibilities include coordinating staff, ensuring compliance with state statutes, reviewing case records, and guiding staff through performance appraisals, trainings, and disciplinary actions as needed.

Qualifications

  • Master’s degree in social work and two years of experience.

Overview

Salary range: $77,340.58 – $89,123.94 based on qualifications and experience.

This role performs responsible professional and technical work planning, managing, directing, coordinating and supervising the timely and appropriate delivery of Child Welfare Services. The position is supervised by the Social Work Program Administrator II.

Responsibilities
  • Supervises a team that receives reports, screens, assesses, or investigates referrals and provides social work services to protect children from abuse, neglect, or dependency.
  • Organizes and directs social work activities within state and federal guidelines, standards, and regulations through weekly conferences and daily case consultations for particularly difficult cases.
  • Monitors the team to ensure reports of abuse, neglect, and dependency are received and investigated in a timely manner in compliance with NC General Statutes.
  • Establishes, implements, and maintains a structure for the delivery of mandated services in consultation with the SW Program Administrator and/or Manager.
  • Plans, designs, and monitors the unit work plan to ensure needs are met and service delivery is effective and efficient.
  • Designs, implements, assigns, and monitors workflow to assure equitable workload and coverage at all times, including during staff vacancies.
  • Interacts with agency units and community agencies to develop awareness of child abuse and neglect and support systems for clients.
  • Oversees daily activities and work performance of staff.
  • Recommends budget items, monitors spending of agency funds, ensures proper coding of services, and approves and monitors overtime.
  • Recommends approval of emergency assistance, day and food vouchers for open cases in CPS.
  • Reports allegations of fraud to the program integrity worker.
  • Reviews staff performance, case records for compliance with procedural and policy guidelines, and ensures case plans and court reviews are held in accordance with law and policy.
  • Reviews all active court cases with the Assistant County Attorney.
  • Prepares for and participates in multidisciplinary team reviews of open abuse cases.
  • Performs quarterly reviews of cases open beyond six months.
  • Recommends applicants for hire to the SW Program Administrator and Agency Director.
  • Provides orientation, initial and ongoing training to staff through individual and group sessions.
  • Conducts performance appraisals and submits them for review.
  • Provides counsel regarding unacceptable job performance and supports staff as needed.
  • Recommends disciplinary action when necessary and develops corrective action plans in consultation with supervisors.
  • Recommends promotions, merit increases, and salary adjustments.
  • Develops job descriptions and instructs personnel on policy areas.
  • Adheres to county and department policies, rules, and regulations.
  • Supervises staff during on‑call for after‑hours, weekend, and holiday coverage for CPS and disaster-related duties and shelter openings.
  • Performs other duties as assigned.
Qualifications
  • Thorough knowledge of methods and principles of social work administration and supervision.
  • Ability to assess and evaluate human problems and needs.
  • Considerable knowledge of laws, regulations and policies governing child welfare services.
  • Considerable knowledge of community resources and agencies.
  • Considerable knowledge of social work principles and methods and their application to specific casework and community problems.
  • Ability to supervise and train social work staff in developing and applying their skills.
Physical Requirements

The position requires light physical activity, including balancing, standing, walking, lifting up to 20 pounds occasionally, and engaging in repetitive motions such as typing and reading. Certain duties may involve exposure to extreme cold or hazardous conditions, and the role requires close visual acuity for computer work and extensive reading.

Education & Experience

Minimum qualifications include one of the following combinations of education and directly related experience:
• Master’s degree in social work and two years of experience.
• Bachelor’s degree in social work and three years of experience.
• Master’s degree in a human services field and three years of experience.
• Bachelor’s degree in a human services field and four years of experience.
• Bachelor’s degree from an accredited institution and five years of experience.
An equivalent combination is acceptable. A background as a Social Worker in Child Protective Services is preferred.
