ABOUT THE POSITION
Required : Bilingual-English / Spanish
First 5 Riverside County Children & Families Commission is recruiting for a Social Services Practitioner III that will support the west end of Riverside County including Jurupa Valley and the Perris locations.
This position will be assigned to the Children & Families Commission - First 5's pilot site which will be a dynamic and fast paced environment that requires flexibility to changing rules and regulations. Incumbents will provide training regarding community resources and state and federal programs.
The incumbent will act in a lead capacity to support Western Region of the Children & Families Commission and will be responsible for creating teaching modules for training workshops on community resources; research and gather information on community, state, and federal social service programs; conduct community outreach for advocacy of social service programs; work with clients from diverse socio-economic backgrounds by providing counseling services; oversee casework involving, but not limited to protective services and medical services; provide and interpret complex laws, regulations, policies and procedures for the public; prepare and develop training materials for other Social Services Practitioners and Community Health Workers.
The Social Services Practitioner III is the highest classification of the professionally trained social caseworker in the Social Services Practitioner series Incumbents are characterized by the responsibility for performing full scope social service casework often requiring difficult diagnosis and intensive treatment services. The Social Services Practitioner Ill is distinguished from the Social Services Supervisor series by the latter's responsibility to provide full time supervision of staff performing casework.

MINIMUM QUALIFICATIONS
OPTION I
Education : Graduation from an accredited college or university with a bachelor's degree, preferably with a major in social welfare, social or behavioral sciences, social / human services, counseling, or a closely related field to the assignment.
Experience : One year equivalent to a County of Riverside Social Services Practitioner II.
OPTION II
Education : Graduation from an accredited college or university with a bachelor's degree, preferably with a major in social welfare, social or behavioral sciences, social / human services, counseling, or a closely related field to the assignment.
Experience : Two years of performing casework duties in a public or private human services agency. Experience must include assessing or determining client needs, formulating case plans or executing case plans to support and meet client needs.
OPTION III
Education : Graduation from an accredited college or university with a master's degree, preferably with a major in social or behavioral sciences, social / human services, counseling, or a closely related field to the assignment.
OPTION IV
Education : Graduation from an accredited college or university with a bachelor's degree in Social Work.
Experience : Completed internship experience in a public or private welfare agency as part of an accredited Bachelor of Social Work degree program.

Knowledge of : Principles and techniques of social casework and of the function of public social service agencies; individual and group behavior with emphasis on normal growth, development, and family relationships; social casework objectives, principles, and methods; socioeconomic and cultural factors which promote stable family life, and an understanding of the factors that affect family security; physical and mental illnesses and their impact on personality; community organizations and the services they provide; laws, rules, and regulations governing the operation of public social services agencies; basic computer skills.

Additional Requirements
License : Possession of a valid California Driver's License is necessary at the time of hire and must be maintained throughout employment. County vehicles may be available but are not guaranteed. Employees may be required to use their own vehicles for field travel and are required to provide vehicle insurance information for their personal vehicle.
Schedule : Incumbents may be required to participate in a mandatory on-call schedule which may include working nights, holidays, and weekends.
Physical Requirements : The Social Services Practitioner III position requires both office work and field work. Office work requires sedentary tasks such as report writing / typing and documentation. Field work may include frequent driving, conducting home visits, attending court hearings, and meeting with various stakeholders in the community. Field work requires the ability to climb stairs, walk on uneven surfaces, and maneuver around obstacles in the home and work independently and safely in a variety of home environments, which may include hazardous conditions, such as unsecured pets or unclean living spaces. Additionally, in emergent situations incumbent may be required to lift and carry heavy objects or individuals.

Additionally, individuals that indicate that they are bilingual in Spanish will be REQUIRED to take and pass an unproctored Spanish bilingual assessment.

MISCELLANEOUS RETIREMENT : County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).
Tier II (Classic Member - Formula 2% @ 60) : Applicable to local miscellaneous employees 1) hired after 08 / 23 / 2012 through 12 / 31 / 2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
Tier III (PEPRA New Member - Formula 2% @ 62) : Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. Effective July 1, 2023 employee contributions are 7.25% and will increase to 7.75% effective July 1, 2024.
A new member is defined as any of the following :
A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who was a member with another California Public Retirement System prior to that date, but who is not subject to reciprocity upon joining CalPERS.
A member who first established CalPERS membership prior to January 1, 2013, and who is rehired by a different CalPERS agency after a break in service of greater than six (6) months.
CalPERS refers to all members that do not fit within the definition of a new member as "classic members".

DEFERRED COMPENSATION : Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
VACATION ACCRUAL (Bi-Weekly Accrual) :
10 or more years = 160 Hours (20 Days)
Maximum Vacation leave accumulation is 480 hours.
SICK LEAVE : Four (4) hours Sick Leave accrual per pay period with unlimited accrual.
HOLIDAYS : Normally 12 paid holidays per year.
BEREAVEMENT LEAVE : Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance).
BASIC LIFE INSURANCE : Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
DISABILITY : Short-term Disability benefit pays up to a maximum of $461.54 weekly, payable up to a maximum of 52 weeks.
POST RETIREMENT MEDICAL CONTRIBUTION : A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable SEIU Memorandum of Understanding.
