Job summary

The WV Department of Human Services seeks a Social Services District Manager to lead CPS and Youth Services programs across Brooke, Hancock, and Ohio counties. You will plan, implement, and direct operations, and work with state and federal partners to resolve complex issues.

Travel among three counties is required, with on-call duties outside business hours. Applicants must obtain social work licensure within the agency's specified timeframe.

Qualifications

• Bachelor’s degree from an accredited college or university.
• Six (6) years of experience in human services (case work, social work, counseling, child/adult services).
• Internal applicants may substitute four years in CPS/Child Welfare/Adult Protective Worker series with supervision.
• Additional education/experience may be substituted year-for-year per agency guidance.

General Description

Under general supervision, the Social Services District Manager will perform complex administrative and professional work by planning, implementing, directing, and reviewing programs, activities and operations within the Brooke, Hancock, and Ohio counties child welfare units of CPS and Youth Services. Responsibilities include planning, policy development, direction, coordination, and administration of the operation of multiple units within CPS and Youth Services. Acts as a liaison within Bureau for Social Services with the state and federal partners to facilitate problem resolution of complex matters. Collaborate with community partners, outside agencies, and service providers to assist in services provided to clients. Position located in Brooke, Hancock, or Ohio County, but employee must be willing to travel to all three county offices. Employee is subject to being on-call during non-business hours and must be available with access to a telephone.

Applicants must possess a valid WV driver’s license, and reliable transportation. Applicants also must have strong communication skills, both oral and written, and maintain detailed records and extensive documentation. Frequent travel may be required. Successful completion of a background check is required for employment.

Please note: Applicants hired into this classification must obtain licensure as a Social Worker from the West Virginia Board of Social Work within a timeframe set by the appointing agency. Until licensure is obtained, they may not perform duties that require a licensed social worker under state law or Board regulation.

Minimum Qualifications

Education

Bachelor’s degree from an accredited college or university.

Experience

Six (6) years of full-time or equivalent part-time experience in a human services related area (such as case work, social work, counseling, child services, and or adult services).

Internal Applicants Only

Four (4) years of experience in the Child Protective Service, Child Welfare, or Adult Protective Service Worker series, one (1) year of which must have been in a supervisory capacity, may substitute for the required education and experience.

Substitution Information

Additional education and experience may be substituted based on a year-for-year basis or as determined by the Office of Shared Administration Equivalency Chart.
