Responsibilities

Peraton requires Change Managers to support the Special Operation Command Information Technology Enterprise Contract (SITEC) – 3. Positions are located at the SOCOM Headquarters at MacDill, AFB FL, and at the TSOC and Component locations in the United States and abroad.

This position is located at Fort Bragg, NC.

The purpose of the Special Operations Forces Information Technology Enterprise Contract (SITEC) 3 Enterprise Operations and Maintenance (EOM) Task Order (TO) is to provide USSOCOM, its Component Commands, its Theater Special Operations Commands (TSOCs),and its deployed forces with Operations and Maintenance (O&M) services to maintain Network Operations (NetOps); maintain systems and network infrastructure; provide end user and common device support; provide configuration, change, license, and asset management; conduct training, and perform Install, Move, Add, Change (IMACs) services. The responsibilities and tasks associated with each requirement play a pivotal role to USSOCOM, the CIO/J6 organization, and ultimately the end-user who operate around the globe 24x7x365.

Change Managers are responsible for overseeing change management activities. The Change Manager shall manage, monitor, and update the Enterprise-wide Change Management process when introducing any change into the IT production environment. The Change Manager require extensive experience with managing hardware and software configuration changes, Configuration Control Board (CCB) change requests, Certificates of Noteworthiness (CoNs), and other change related activities. This position is responsible for implementing change management processes and procedures, assessing management needs, and implementing plans to guide the information technology (IT) organization to a mature change process. The Change Manager shall recommend and, when approved by the Government, execute standardized methods and procedures for the efficient and prompt handling of IT Service Requests for standard and non- standard change in order to minimize any negative impact of change to availability or quality of the service. The Change Manager ensures solutions and infrastructure changes are introduced in a controlled, yet efficient, manner. The Change Manager also ensures that the Change Management processes include interfaces to the RM, CM, Asset Management, Incident Management, Problem Management, and NetOps processes. The Change Manager must possess excellent interpersonal, business management and customer service skills.

Duties include but are not limited to:

  • Reviewing and approving Change Management Specialist recommendations, and with approval by the Government, oversees utilization of approved change priority schema with classifications (impact, priority, risk) and a change authorization processes that align with Government requirements.
  • Overseeing the maintenance, management, and updates of the Request for Change (RFC) status register that is used to record, track, and report on the status of RFCs submitted for consideration.
  • Reviewing and approving the documentation of RFCs and the classification of proposed changes to the services, which shall include the cost of the change, a risk impact assessment, and any system(s) security considerations.
  • Developing and implementing continual process improvements to the Change Management Plan as directed by the Government.
  • Overseeing schedule of planned, and approved changes (Forward Schedule of Changes (FSC)).
  • Providing change documentation, as required, including proposed metrics for measuring the effectiveness of a change.
  • Publishing and communicating the approved FSC to appropriate IT and mission personnel, according to policies and procedures.
  • Monitoring changes, performing change reviews, and reporting results of changes, impacts, and change effectiveness metrics.
  • Verifying that changes meet objectives based upon predetermined effectiveness metrics and determining follow-up actions to resolve situations where the change failed to meet objectives.
  • Tracking approved RFCs that met the change objectives, been cancelled, abandoned with Government approval, or otherwise abandoned.
  • Facilitating Change Board meetings, including the review of planned changes and results of changes made, ensuring that appropriate parties are invited and represented in accordance with approved DoD policies and procedures.
  • Documenting the relationship of changes to configuration items and services.
  • Performing an analysis of change-related incidents and provide a report, as directed by Government.
  • Conducting research on process improvement
  • Ensuring software policies and procedures remain current and up-to-date
  • Developing, implementing, and maintaining internal management policies, procedures and associated training plans
  • Being knowledgeable about relevant applications, as well as the enterprise and its processes
  • Managing and providing guidance to junior members of the change management teamConducting Change Advisory Meetings.
  • Training change coordinators and approvers on existing change policies and procedures.
  • Assisting with the definition and documentation of new or adapted change processes and procedures.
  • Executing periodic testing of change processes to ensure compliance.
  • Some positions may require shift work and/or an ability to work.
  • A non-standard work schedule to support the USSOCOM mission.
Qualifications

Required Qualifications:

  • BS with 2 Years or HS with 6 Years experience.
  • TS/SCI clearance
  • Experience in an IT and change management position.

$51,000 - $82,000. This represents the typical salary range for this position based on experience and other factors.
