Job summary

Pacific Federal Management is seeking a Site Safety and Health Officer (SSHO) for full-time work in Mangilao, GU. The SSHO provides safety leadership on construction projects, ensuring compliance with OSHA, USACE EM 385-1-1, and company policies.

Responsibilities include conducting inspections, leading safety meetings, developing AHAs and safety plans, investigating incidents, and coordinating with project teams to maintain a safe work environment.

Qualifications

• Minimum of three (3) years of safety experience in construction, industrial, and/or environmental settings.
• Experience serving as an SSHO or safety representative on construction projects preferred.
• U.S. federal, military, or USACE construction safety experience preferred.
• Valid First Aid/ CPR certification or ability to obtain.
• OSHA 30-Hour Construction or General Industry training, as applicable.
• OSHA 510 and/or OSHA 500 preferred.
• BCSP credentials such as STS, STS-C, CHST, ASP, or CSP preferred.
• Ability to conduct jobsite inspections, identify hazards, and recommend effective corrective actions.

• Conduct routine jobsite inspections, safety observations, and walkthroughs.
• Identify hazards and ensure appropriate corrective actions are implemented.

• Monitor high-risk activities such as fall protection, excavation, lifting/rigging, electrical work, confined space, lockout/tagout, and heavy equipment operations.
• Ensure compliance with OSHA, USACE EM 385-1-1, contract requirements, and company safety policies.
• Assist with incident and near-miss investigations, reporting, and corrective actions.

Summary

The Site Safety and Health Officer (SSHO) is responsible for providing safety leadership and oversight on construction projects. The SSHO ensures compliance with company policies, project requirements, OSHA regulations, USACE EM 385-1-1, and other applicable safety standards.

Responsibilities include conducting job site inspections, leading safety meetings and training, reviewing Activity Hazard Analysis (AHAs), supporting site-specific safety plans, identifying and mitigating hazards, investigating incidents, and working closely with project management, supervisors, subcontractors, and employees to promote a safe work environment.

The SSHO level will be determined based on the candidate’s experience, certifications, technical knowledge, leadership capabilities, and project requirements. Candidates with a minimum of three (3) years of relevant construction safety experience are encouraged to apply.

Essential Functions

Work Environment / Physical Requirements

This position requires regular work on active construction sites and may involve exposure to varying weather and construction conditions. Must be able to walk construction sites, stand and/or walk for extended periods, and lift and carry at least 40 pounds.

Schedule

Full-time position. Typical hours are Monday through Friday, 7:00 AM to 5:00 PM. The SSHO must be willing to work a flexible schedule, including occasional early mornings, evenings, weekends, holidays, and extended hours based on project requirements.

Travel

Travel requirements will vary based on project assignment. Local and project-related travel may be required.
