Site Manager Supervisor


Location: Umatilla, OR or Bridgeport, WA
On-Site: Monday - Friday
Type of Employment: Contract
Duration: 1 Year
Hourly Rate: $86/hour (W2), $109/hour (1099)

Per Diem: $180/day


Role & Responsibilities:

Operational

  • Identify construction responsibilities as defined in the project scope and role specifications.
  • Promote and enforce adherence to EHS (Environment, Health, and Safety) standards, ensuring full compliance by the site team in alignment with Alstom's requirements and guidelines.
  • Develop detailed planning for each activity related to generator assembly and its auxiliaries, ensuring alignment with scheduled timelines and measurable progress indicators.
  • Define the resource requirements for each generator assembly activity, including reasonable contingencies.
  • Allocate work across supervisor groups and directly lead the critical generator assembly on a major hydroelectric project.
  • Draft project-specific erection procedures for generator installation, considering site-specific conditions, and review them with the site team.
  • Conduct risk assessments and develop action plans for all generator assembly activities; obtain validation from the EHS representative and review implementation with the site team.
  • Ensure timely provision of required resources to the site supervisory team, maintaining safety and quality standards.
  • Guarantee availability of all necessary documentation for each generator assembly activity to the site supervisory team.
  • Identify, plan, and organize site testing requirements, and provide relevant information to the supervisory team.
  • Participate in the formal handover and takeover processes of work fronts with the client and interdepartmental teams.
  • Lead the team of supervisors in planning, execution, and monitoring of site activities.
  • Oversee documentation updates and archiving processes by all supervisors.
  • Manage reporting and communication processes; collect and review Field Service Reports from site personnel.
  • Assume overall responsibility for the execution of the complete generator scope.
  • Manage Non-Conformance Reports (NCRs) through to resolution, ensuring closure with clear CONQ (Cost of Non-Quality) analysis.
  • Provide timely technical clarifications and support to the supervisory team.
  • Ensure customer compliance with contractual obligations related to access and availability of work fronts.
  • Oversee material verification, preservation, and monitoring, and ensure timely notification of shortages, damages, or missing consumables.
  • Identify and allocate resources among teams based on priorities and project scheduling.
  • Ensure availability and proper condition of precision tools, including valid calibration and test certificates.
  • Supervise and monitor work progress, document punch points, and ensure closure prior to handover to subsequent activities or commissioning.
  • Collect, review, and submit reports to the site planner for documentation and archiving.
  • Plan and conduct audits, define and communicate action plans, and archive audit reports. Ensure all action items are implemented and properly closed.

Managerial (Budget / Administration / People)

  • Ensure resources are made available on-time.
  • Ensure punctuality and discipline by every individuals of the team.
  • Ensure opportunities are being properly tracked and informed for claims. Risks are identified and timely actions are being taken for reducing addition expenditure.
  • REACH initiations are being taken to reduce the cycle time.
  • Represent the site team in actions related to home office.
  • Maintain cordial relation with client site representative and also with sub-contractor.
  • Provide on job training to his team of supervisor and other team members.

Functional/transverse

  • Provide structure feedback with experiences and lessons learned during the execution.

Specific Functional/Technical Authority

  • Access to all site meetings, documentation, and information needed to execute defined tasks and responsibilities.
  • Exercise the right to decide on the selection of the Personnel assigned to a project based on qualifications and specific project requirements.
  • Exercise the right to conduct review meetings and to define actions for improvement.
  • De-mobilize Site Personnel if the necessary Safety Conditions are not fulfilled or met.
  • De-mobilize/Replace Site Personnel if Technical or Behavioral Performance is not performed according to project requirements.
  • Interrupt any Site Activities if the necessary Quality/EHS requirements are not fulfilled.
  • Right to certify and initiate or hold back payments to subcontractor based on works carried at site based on their fulfilment or non-fulfilment of the terms of the contract.
  • Initiate and follow the local purchases procedures for all project-related materials and ensure timely availability of those materials.

Measurement/ Key Performance Indicators

  • Defined EHS targets are met.
  • Ensure Quality of work, documentation, and reporting.
  • On-time delivery.
  • Ensure the availability of material and resource workmanship.
  • Satisfaction of the project site team.
  • Further Objectives, Targets and Performance Measurements are defined yearly.

Qualifications / Requirements:

  • Minimum of 10-years of prior hydro electric generator experience, preferably in a supervisor capacity.
  • Graduate Engineer or a graduate of construction management
  • Principles and practices of maintaining multi-purpose hydroelectric generating facilities, including dams, powerhouses, valve and gate houses and equipment associated with these facilities.
  • Minimum of 5-years in mechanical installation of shaft lines, turbines or generators or winding (shaft line alignment, bearing settings, mechanical precision tools and measurements, setting on-site machining tools)
  • Read and understand manuals, drawings, plans and specifications.
  • Safe operation of heavy construction equipment.
  • Theory and application of repair and replacement practices for mechanical equipment and heavy industrial machinery used at hydroelectric power generating facilities.
