Job summary

Amentum is seeking a senior operations manager to oversee all operational, administrative and life-support functions at the designated site in Saipan. You will direct program goals, manage budgets, manpower, resources and facilities to ensure contract performance and compliance with the PWS and ISO 9001:2015 QMS.

You will lead multi-disciplinary teams, coordinate planning, and report on site performance to senior leaders and US Government officials.

Purpose andScope:

Manages all operational, administrative and life support functions and activities at the designated site.Directs the accomplishment of site-specific program goals and monitors and reports their achievement.Manages an operating budget,manpower,resources,and facilities in performance of contract responsibilities. Ensures compliance with Performance Work Statement (PWS) and program ISO 9001:2015 Quality Management System (QMS).

Essential Responsibilities:
  • Responsible for ensuring contract requirements are met at the respective site.Ensures sufficient resources are provided to meet PWS. requirements,AmentumInternalpoliciesand procedures, and ensures site personnel adhere toestablishedHost Nation laws, US Government directives, andAmentumpolicies and procedures.
  • Supervises all contract activities and serves as the principal representative for the program in all matterspertaining tothe contract at respective site.
  • Attends Program Management Review conferences and briefs senior company and US Government officials on site activities and issues affecting the program performance.
  • Activities include the functions of personnel and finance; training; support services; vehicle and fuels related maintenance; supply and inventory management; freight traffic management; equipment major repair and maintenance; and facilities maintenance.
  • Performs overall planning, coordinates the efforts of detailedplanningand continually measures and analyzes progress.
  • Provides for sufficient andviablecontract performance through effective leadership of the site, to include compliance with quality and safety/environmental standards.
  • Provides the leadership necessary to effectively form and manage quality teams.
  • Is able torespond rapidly and sufficiently to changing requirements, unexpectedcontingenciesand other challenging situations.
  • Provides for the welfare of the personnel and the enhancement of the contract, to includeoptimizingthe balance between resources ofmanpower, equipment, time,materialsand money.
  • Responsible for keeping the Company, Corporate Management, and interested US Government personnel appraised oncurrent statusof operations and maintenance and any other special interest items.
  • Performs other duties as assigned.
Minimum Position Knowledge, Skills, and Abilities Required:
  • Must be proficient in the use of personal computers and Windows Operating System and Microsoft Office to include as a minimum Power Point,Excel,and Word programs.
  • Excellent leadership skills with the ability to manage and supervise othersrequired.
  • Mustpossessexcellent oral and written communication skills as well as good decision-making skills.
  • Demonstrated ability to meet goals while working independently under limited supervisionrequired.
  • Must be able to handle confidential information and exercise discretionary judgment.
  • Knowledge of operations research/systems analysis methods and techniques is desired.
  • Mustpossessa valid home country driver’s license and ability to obtain host nation driver’s license.
  • Experience managing available resources in time sensitive situations preferred.
  • Experience with financial and costing procedures preferred.
  • Experience withwork production and scheduling preferred.
  • Experience managing multi-disciplinary teams within one or more of the functional areas (Supply, Transportation, Munitions, Vehicle and Harvest Falcon Equipment Maintenance, Fuels Mobility Support Maintenance, Medical Supply and Maintenance, or Aerospace Ground Equipment Maintenance) is preferred.
  • Experience in ISO 9001 is desired.
  • Must be eligible to obtain andmaintaina Secret U.S. Government Clearance.
  • NOTE: U.S. Citizenship is required to obtain a Secret Clearance.
Contract Requirementsin accordance withAppendix J:
  • Undergraduate degreerequiredfrom accredited college or university.
  • A minimum of 14years management experience in related type programs is acceptable in lieu of an undergraduate degree.
  • 10years of management experience in related type programs.
  • Must be able to obtain andmaintaina valid US Passport.
Work Environment, Physical Demands, and Mental Demands:
  • OCONUS: Living and working conditions at the assignment location could be remote and uncomfortable. Long hours, exposure to weather and hazardous conditions.
  • Ability to travel domestically and internationally.
  • Works in normal office and maintenance shop or warehouse environment and may berequiredto work outdoors for extended periods.
  • Will berequiredto wear proper Personal Protective Equipment (PPE) according to prescribed procedures and asrequiredfor task being performed.
  • Physically capable of performing all required duties; capable of lifting/pushing/pulling minimum of 50 lbs.
