Job description

Position Overview

Under the supervision of the One Stop Operator, the Site Manager manages and oversees the daily operations of the Americas Job Center (AJC) offices and supports all efforts of the One Stop Operator to implement the vision set forth by the Eastern Area Workforce Development Board (EAWDB) in conjunction with ENMU-Ruidoso. AJC maintains offices located in Alamogordo, Artesia, Carlsbad, Clovis, Hobbs, Roswell, and Ruidoso. The selected candidate may work from any of these office locations.

Responsibilities
  • Provide functional supervision of AJC offices and staff.
  • Support the Operator in coordinating service delivery across partner programs, placing priority on customer service.
  • Oversee operations within the center and submit timely reports as necessary.
  • Ensure the operation of the centers is compliant with WIOA, its related regulations, state-defined certification criteria, all applicable contracts and agreements, and local policies.
  • Coordinate daily work schedules, staff vacations, and workflow based on operational needs.
  • Monitor, evaluate, and report on performance, customer satisfaction, and other service delivery data to the Operator and the board.
  • Follow and implement all directives, policies, and procedures of the EAWDB as communicated through the One Stop Operator.
  • Assist in creating AJC standard operating procedures that facilitate customer-focused work processes within each functional area, between functions, and across sites – as directed by OSO.
  • Communicate all new (or changed) policies, procedures, and/or processes with relevant staff to ensure they have the most up-to-date information affecting their work.
  • Ensure all functions are staffed appropriately and workload is organized to facilitate implementation of EAWDB goals.
  • Reassign staff and/or reallocate staff time assigned to functions to best meet the needs of customers, either on a temporary or permanent basis. (Permanent staff reassignment must be processed according to and adhere to the human resource policy and procedures relevant to the reassigned staff member).
  • Guide staff to understand their roles/responsibilities within a function and in relationship to other functions to achieve the goals.
  • Plan, direct, and assign AJC activities across all functions.
  • Coordinate work processes across functions ensuring that staff are accurately and appropriately documenting work activities in AJCs, that information is being shared across functions to provide seamless service delivery, and that duplicative work activities are minimized or eliminated.
  • Identify needed staff development activities and assist with providing and/or securing training.
  • Facilitate regularly scheduled AJC staff meetings and call special meetings when necessary to foster teamwork, discuss Center operations, technical problems and the status of projects, etc.
  • In conjunction with the OSO, create continuous improvement plans to ensure that all products and services are designed and delivered to the highest quality standards.
  • Coordinate delivery and sequencing of all services within the AJC – including job seeker activity, training services, employer services, etc. – ensuring that customers stay attached to Center services and the services are delivered within legislative, state, regional, and budgetary requirements (exclusive of specific programmatic oversight requirements).
  • In coordination with the OSO, participate in ongoing comprehensive public relations activities across all communities in the region so there is public awareness and optimum utilization of the AJCs, centers and services.
  • Serve as a resource and content expert, providing staff with guidance and being available to answer questions to clarify the work activities.
  • Document individual performance including individual successes, positive and negative behavioral issues, and contributions to the overall AJC operational success as a means to provide input to the staff members' performance evaluation. (Performance evaluation must be processed according to and adhere to the human resource policy and procedures relevant to each staff member).
  • Ensure that each person feels that their work is valued, appreciated, and meaningful to the success of the AJC.
  • Actively participate as a team member by taking on part of your ongoing and regular workload, activities of the various functions, and temporarily take on additional activities when workload is at capacity or special projects arise.
  • Regular and predictable attendance is required.
  • Perform other related duties as assigned.
Minimum Job Requirements
  • A Bachelor's degree or equivalent amount of education and/or experience.
  • One-year experience in Workforce Development activities.
  • Must be well-informed about the rules and regulations pertaining to the WIOA program.
  • Must have a valid and current driver's license with the ability to obtain a New Mexico driver's license within 30 days of employment.

Working Conditions

Work is performed during normal work hours, with some evenings and weekends to meet deadlines. Work is sedentary in nature and at times requires exerting up to 10 pounds of force occasionally and/or a consistent amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects.
