SALARY

$84,328.80 - $105,411.00

JOB SUMMARY

Under general direction plans, designs and reviews construction plans, manages implementation and operation of Intelligent Transportation System and Traffic Management Center (TMC)related projects. Manages programming and operation of City Signal System including any traffic signal timing projects. Supervises ITS Coordinator I and Signal Specialistpositions within the division.

ESSENTIAL JOB FUNCTIONS:
  • Manage traffic signal systems including traffic signal timing, plan set development, construction, operation, and various traffic signal studies.
  • Responsible for managing ITS projects through design, construction, implementation, and operation. Includes the management and operation of the City’s Traffic Management Center and implementation of the Entertainment District multiple operation plans.
  • Select, train, discipline, evaluate and supervise subordinates to ensure the department’s goals are met.
  • Communicate ITS benefits to the public, City officials, various committees and commissions, and professional and technical personnel using both effective written and verbal communication techniques.
OTHER JOB FUNCTIONS:
  • Serve as a cross functional subject matter expert. 6. Ability to provide expert testimony to City officials, District Courts, and various other boards and commissions as may be required.
  • Negotiating and administering engineering services and construction contracts to ensure that the City’s policies, standards, and schedules are met.
  • Evaluate network related issues relating to planning, design, and construction of ITS projects.
  • Investigate traffic concerns and provide recommend solutions.
  • Educate the public on traffic engineering issues.
  • Update and maintain the traffic engineering policy manuals.
  • Track capital project expenditures in specialized electronic software.
MINIMUM QUALIFICATIONS
Knowledge, Skills and Abilities Required:
  • Knowledge of planning, implementation, operation, and design ofIntelligent Transportation Systems.
  • Knowledge of the principles and practices of transportation engineering related to municipal projects.
  • Knowledge of the principles and practices as applied to the design, timing,operation and installation of traffic signals and other traffic control devices.
  • Knowledge of the City Ordinances, Design Criteria Manual, Texas Manual on Uniform Traffic Control Devices (TMUTCD) and Highway Capacity Manual.
  • Knowledge of computer communications systems. computer operations, and advanced mathematical techniques.
  • Knowledge of statistical procedures as related to traffic engineering.
  • Knowledge of National Electrical Manufacturers Association traffic signal specifications and operational standards.
  • Knowledge of Texas Department of Transportation (TxDOT) and North Central Texas Council of Governments (NCTCOG) procedures regarding administration of grant projects.
  • Knowledge of the rules governing the expenditure of federal funds. Knowledge of basic leadership and management techniques.
  • Skill in planning, organizing and coordinating multiple projects simultaneously.
  • Skill in using traffic signal timing software and signal system operational software.
  • Knowledge of the Cartegraph OMS management system.
  • Skill in planning, monitoring and organizing subordinates work assignments to accomplish departmental objectives.
  • Skill in communicating by verbal and written means with citizens and professionals.
  • Ability to receive detailed information through oral communication, and to make fine discriminations in sound.
  • Ability to perform a variety of physical skills including, but not limited to seeing, holding, calculating, and writing.
  • Ability to work in both indoor and outdoor environments.
  • Ability to operate a variety of office equipment including but not limited to a PC and a calculator.
  • Ability to organize and coordinate materials, information and resources associated with traffic engineering projects.
  • Ability to write clear and concise reports.
  • Ability to act independently on traffic engineering projects and make sound engineering decisions based on experience and engineering judgment.
  • Ability to operate a motor vehicle.
Qualifying Education and Experience:
  • Bachelor’s degree in engineering or a related science
  • Five years experience working with traffic signal and/or intelligent transportation systems; or an equivalent combination of education and/or experience.
  • Professional Engineer (PE) licensed in the State of Texas is required; or ability to obtain within six (6) months of employment.
  • Possession of a valid Texas Operator’s License, Class C.
Preferred Qualifications:
  • PTOE certification is preferred, but not required
