This is a full-time, 40 hour per week position with the Department of Corrections. The Department of Corrections is committed to providing meaningful work opportunities that develop vocational skills, promote accountability, and support successful reentry.

This position supervises a combined Garment and Upholstery shop within a Correctional Facility. The shop foreman oversees incarcerated workers engaged in the production, repair, alterations, and assembly of garments, textile products, upholstered furniture, cushions, and related products for state and local governments, non-profit organizations, educational institutions, and state employees. Production activities may include but are not limited to: industrial sewing, embroidery, pattern layout, cutting, measuring, fabric and material selections, garment construction, screen printing, alterations, upholstery fabrication, furniture recovering, foam cutting, cushion construction, installation of hardware and trim, finishing, packaging, and quality control.

The foreman is responsible for balancing security, safety, productivity, quality control, and inventory management while developing workforce skills that prepare individuals for employment upon release.

The Garment/Upholstery Shop Foreman is responsible for the overall operation of the garment/upholstery shop, including production, scheduling, worker management, quality control, customer service and support, inventory management, purchasing, equipment oversight, safety, and workforce development. This position functions as both a production supervisor and business manager. The foreman directs and trains incarcerated workers while ensuring adherence to the Department of Corrections policies and maintaining a secure work environment.

Key Responsibilities:

• Provides daily work direction and supervision to incarcerated workers to ensure production goals and shop objectives are met.
• Interviews, selects, assigns, evaluates, and recommends termination of incarcerated workers.
• Trains workers in industrial sewing, garment construction, upholstery techniques, embroidery, measuring, cutting, assembly, equipment operation, quality standards, as well as the safe use of tools and chemicals.
• Coordinates workflow between garment production or upholstery production, cutting, sewing, embroidery, assembly, finishing, packaging, and shipping.
• Develops and maintains production schedules to meet deadlines, maximize efficiency, and ensure timely completion of customer orders.
• Communicates with customers regarding project specifications, timelines, product options, quality concerns, and order status.
• Resolves customer concerns in a professional and timely manner.
• Insures quality control standards are met, and products and products conform to customer expectations.
• Assigns tasks based on individual skill levels to promote productivity and skill development.
• Monitors shop safety and enforces all safety procedures and department policies.
• Maintains accountability for chemical, tools, materials, equipment, inventory, incarcerated workers.
• Conducts safety meetings and reinforces safe work practices.
• Orders supplies, materials, and equipment, and maintains appropriate and balanced inventory levels.
• Estimates material and labor costs for print shop projects
• Maintains accurate records for production, inventory, and worker performance.
• Works with vendors and purchasing staff to obtain materials at competitive pricing.
• Works with sales team, vendors, purchasing personnel to ensure projects are completed accurately and efficiently.
• Reviews job specifications, quotes, bids, proofs, prior to production.
• Implements process improvements to increase efficiency, reduce waste, and control costs.
• Evaluates work in progress and provides coaching and corrective instruction as needed.
• Maintains a secure and structured work environment at all times.
• Performs other duties as assigned, including covering other shops as needed, and/or oversight of workers from another shops.

The Ideal Candidate Will Have:

• Strong knowledge of business operations and business management principles including revenue, expenses, productivity, and profitability.
• Experience managing the day-to-day operations of a business, department, or production environment including staffing, workflow, resources, and competing priorities.
• Understanding of financial management, including budgeting, job costing, pricing, labor and materials costs, profit margins, and cost controls.
• Experience in managing inventory, including establishing appropriate inventory levels, monitoring usage, and controlling waste.
• Experience supervising and developing staff, including assigning work, setting expectations, monitoring performance, coaching workers, resolving problems, and holding workers accountable.
• Knowledge of quality control principles and experience establishing and maintaining standards to ensure products and services consistently meet customer expectations.
• Understanding of customer service and customer relationship management, including responding to inquiries, resolving issues, meeting deadlines, maintaining a positive long-term working relationship.
• Experience working with vendors and suppliers, including sourcing product and materials, negotiating or evaluating pricing, and resolving quality and delivery issues.
• Ability to evaluate business opportunities, new products and services based on customer demand, production capability, cost and potential profitability.
• Experience coordinating with sales, customer service, purchasing, inventory, and production.
• Ability to analyze business and production information to identify opportunities to increase revenue, improve efficiency, reduce costs, minimize waste, and improve overall shop performance.
• Strong organizational and decision making skills with the ability to manage many projects, customer deadlines, production priorities and operational responsibilities simultaneously.
• Experience in a Garment or Upholstery Shop would be very desirable.

Knowledge of:

• Department of Corrections policies, procedures, and institutional operations.
• Behavior, attitudes, and supervision of incarcerated individuals.
• Vocational and technical training methods and instructional techniques.
• Manage, work with, and maintain garment/upholstery shop equipment.
• Inventory control and basic record keeping systems.
• Computers and software applications, including Microsoft, Global Shop, Adobe Suite, and other related software.

• Lifting, carrying, and moving materials and equipment demonstrating and assisting with physical tasks

• Must pass required background checks and screenings
• TB (tuberculosis) screening is required upon hire
• Work is performed in a Correctional Facility setting.
• Environment may include noise, dust, temperature fluctuations, and use of industrial woodworking equipment.
• Requires constant awareness of safety and security procedures.
