Job summary

Noblis seeks a Systems Engineer/Technician Operations for the NSWCPD Machinery Control Systems group to support shipboard and LBES testing for DDG HM&E Mid-Life Upgrades. The role covers lifecycle support, system design, installation and verification of MCS on the USS Arleigh Burke class, onsite in Norfolk, VA.

The candidate will troubleshoot control systems, provide test support across variants and liaise with Philadelphia-based leads.

Qualifications

Responsibilities

The NSWCPD Machinery Control Systems (MCS) group (Code 552) is seeking a Systems Engineer/Technicial Operations staff member to support shipboard and LBES testing efforts in support of the DDG HM&E Mid-Life Upgrades Program. The main function of the candidate will be to provide lifecycle support, system design, installation and verification/validation support of fielded and modernized Machinery Control Systems (MCS) on the USS ARLEIGH BURKE class of destroyer. This includes configure, monitor, and test DDG51 MCS Software. The candidate will have electrical/systems engineering or technician experience and the ability to troubleshoot control systems with the use of test tools, system documentation and electrical schematics. The candidate will be expected to work on a flexible work schedule to ensure priority tasking can be completed in the allotted timeframe. This is a fully onsite position, based out of Norfolk, VA - out of the shipyard and on the Naval station.

PRINCIPAL DUTIES/RESPONSIBILITIES:
  • Troubleshoot control systems with the use of system documentation and electrical schematics
  • Provide test support for all variants of fielded systems at LBES
  • Provide test support for all variants of fielded systems shipboard
  • Provide shipboard software and hardware installation support of all variants of fielded systems at LBES and shipboard
  • Provide documented status updates on a regular basis
  • Act as a liaison between shipboard test team and technical leads back in Philadelphia
  • Maintain personal source of information between jobs and tasking
  • Aid in test procedure development, edits, and implementation
  • Review technical documentation related to all variants of fielded systems and future fielded systems
  • Provide engineering input to the design of future MCS systems
WORKING CONDITIONS:
  • The work is typically performed onboard US Navy Ships (pier side, shipyard, and at sea), which requires proper safety precautions and ability to go up and down shipboard stairways (ladders); work may require some physical effort in the handling of light materials, boxes, or equipment up to 50 LBs per person.
  • The waterfront work location does not include an office. If not on the ship, there are trailers with shared workspace used for daily meetings, daily reports, or other required work to meet the deliverables.
  • Home office can be used for day to day work during ship installation downtime as approved by leads on case by case basis.

Required Qualifications
Education and Experience Requirements:
  • Bachelors degree & 0 years of experience, or Associates degree & 3 years of experience, or High School Diploma or Trade/Industrial School Diploma (or GED Equivalent) and/or 6+ years of military/professional experienceexperience.
  • US Citizen and the ability to obtain a Secret Clearance.
Additional Skills Requirements:
  • Experience tracing signals and diagnosing or isolating cause for electrical failures

  • Basic electrical principals to include understanding the difference between current, voltage and resistance as well as how to effectively troubleshoot circuits containing them
  • Ability to read and understand electrical schematics and diagrams
  • Proficiency in the use of test tools associated with test and troubleshooting electrical systems
  • Proficiency in the use of diagnostic tools associated with control system troubleshooting (i.e. multimeter, oscilloscope, signal generator, etc)
Physical Requirements:
  • Employees working in naval industrial environments, whether shipboard or pier side, must meet certain physical requirements to safely perform essential job functions. Individuals must be capable of standing and walking for extended periods, often on uneven, wet, or slippery surfaces, and must be able to climb vertical ladders, stairs, and steep inclines while carrying tools or equipment. The position requires the ability to work in confined spaces with limited ventilation and restricted movement, including crawling through narrow passageways and working in overhead or below-deck areas.
  • Workers must possess sufficient manual dexterity and grip strength to operate hand and power tools, manipulate controls, and handle materials weighing up to fifty pounds on a regular basis, with occasional lifting of heavier objects with assistance. The role demands the physical ability to bend, stoop, kneel, crouch, and reach overhead repeatedly throughout the workday. Adequate vision is necessary to read technical manuals, identify color-coded systems, and detect safety hazards, while hearing capability must be sufficient to perceive warning signals, alarms, and verbal communications in noisy environments, with or without hearing protection.
  • Employees must be able to work in varying environmental conditions including extreme temperatures, high humidity, direct sunlight, and exposure to weather elements. The position requires the stamina to work extended shifts and the balance and coordination necessary to maintain stability on moving vessels. Workers must be capable of responding quickly to emergency situations, including evacuating confined spaces and moving to emergency stations. Desired Qualifications
  • Active Secret Clearance desired
  • Knowledge of the fundamental concepts, practices, and procedures associated with industrial control systems
  • Experience with Versa Module Eurocard (VME) systems
  • Experience with Programmable Logic Controller (PLC) systems
  • Advanced computer skills to include use of HyperTerminal, Putty, or an equivalent serial interface
  • Ability to use an oscilloscope and signal generator
  • Ability to use Wireshark for network data capture, analysis, and troubleshooting
  • US Navy shipboard experience in engineering department
  • Basic knowledge of network troubleshooting tools
  • Basic technical writing ability
  • Reasonable problem solving ability with a practical approach
  • Attention to detail and meticulous logging of testing, troubleshooting steps, and findings

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis’ total compensation package.
