Responsibilities

Noblis MSD is seeking PLC Programmers in Philadelphia, PA.

Noblis MSD’s mission is to support the Naval Sea Systems Command (NAVSEA) and, Naval Surface Warfare Center (NSWCPD) and their missions’ to enable research, development, test and evaluation, acquisition, engineering, systems integration, in-service and fleet engineering with cybersecurity, comprehensive logistics, and life-cycle savings. We are looking to hire PLC Programmers to support the development, maintenance, and delivery of Machinery Control System (MCS) software for DDG-51 Arleigh Burke Class Destroyers. The selected candidate will interface with U.S. Navy civilian software and systems engineers, support contractors, U.S. Navy ships force, OEMs, and engineering management, contributing to all aspects of the software life cycle.

This requisition covers multiple positions, including:

  • PLC Programmer, Entry Level

  • PLC Programmer, Mid Level

  • PLC Programmer, Senior Level

Responsibilities Include:
  • Develop and maintain working knowledge of the DDG-51 Machinery Control System

  • Design, develop, test, install, and maintain Machinery Control Systems software and supporting software products

  • Work with Microsoft Visual Studio and version control (Git)

  • Work with Automation PLC development platforms, such as Siemens TIA Portal

  • Identify and document software and system related problems

  • Resolve software problems through debugging, research, and investigation

  • Provide distance and onsite support of software problems

  • Prepare and maintain new and/or existing software requirements

  • Write, review, and maintain technical documentation such as user manuals, product specifications, and training materials

Entry Level
  • Bachelor’s level Degree in an Engineering Discipline. Computer Science, Electrical Engineering, and Computer Engineering degrees preferred, others will be considered based on experience.

  • 0 to 3 years of professional experience

  • Active DoD Secret clearance or ability to achieve DoD Secret clearance and US citizenship

  • Must have a valid US passport or ability to obtain one upon position acceptance

  • Ability to travel 10-20% of the time

  • Salary Range: $65,200 - $101,950

Mid Level
  • Bachelor’s level Degree in an Engineering Discipline. Computer Science, Electrical Engineering, and Computer Engineering degrees preferred, others will be considered based on experience.

  • 3+ years of professional experience

  • Active DoD Secret clearance or ability to achieve DoD Secret clearance and US citizenship

  • Must have a valid US passport or ability to obtain one upon position acceptance

  • Ability to travel 10-20% of the time

  • Salary Range: $78,900 - $123,300

Senior Level
  • Master’s level Degree in Computer Science, Electrical Engineering, or Computer Engineering

  • 10+ years of professional experience

  • Active DoD Secret clearance or ability to achieve DoD Secret clearance and US citizenship

  • Must have a valid US passport or ability to obtain one upon position acceptance

  • Ability to travel 10-20% of the time

  • Salary Range: $105,100 - $164,125

Physical Requirements

Employees working in naval industrial environments, whether shipboard or pierside, must meet certain physical requirements to safely perform essential job functions. Individuals must be capable of standing and walking for extended periods, often on uneven, wet, or slippery surfaces, and must be able to climb vertical ladders, stairs, and steep inclines while carrying tools or equipment. The position requires the ability to work in confined spaces with limited ventilation and restricted movement, including crawling through narrow passageways and working in overhead or below-deck areas.

Workers must possess sufficient manual dexterity and grip strength to operate hand and power tools, manipulate controls, and handle materials weighing up to fifty pounds on a regular basis, with occasional lifting of heavier objects with assistance. The role demands the physical ability to bend, stoop, kneel, crouch, and reach overhead repeatedly throughout the workday. Adequate vision is necessary to read technical manuals, identify color‑coded systems, and detect safety hazards, while hearing capability must be sufficient to perceive warning signals, alarms, and verbal communications in noisy environments, with or without hearing protection.

Employees must be able to work in varying environmental conditions including extreme temperatures, high humidity, direct sunlight, and exposure to weather elements. The position requires the stamina to work extended shifts and the balance and coordination necessary to maintain stability on moving vessels. Workers must be capable of responding quickly to emergency situations, including evacuating confined spaces and moving to emergency stations. Desired Qualifications
  • Experience in software development utilizing ladder logic, function block diagrams, and structured text.

  • Familiarity with industrial PLC Development applications such as Siemens TIA Portal and Rockwell Studio 5000.

  • Strong familiarization with PLC equipment, microcontrollers, logic gates, circuit design, electrical schematics, SCADA architecture, and human/machine interfaces.

  • Experience designing automated systems, including sequential function charts and state diagram modeled controllers.

  • Skilled in implementing and designing equipment controls, including PID and Deadband controls.

  • Experienced developing, testing, and installing software and supporting software products with automation controllers and physical input/output signals.

  • Basic knowledge of network protocols such as TCP/IP, UDP, Modbus, and OPC UA.

  • Experience supporting and troubleshooting networked, IP‑based systems both onsite and via distance support.

  • Experience with databases (MS Access, SQL).

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract‑specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on‑call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis’ total compensation package.
