Job summary

VISTA Technology Services, Inc. is seeking a Technical Program Analyst to support the NAVSEA customer in a hybrid role, reporting onsite in Arlington, VA three days a week.

The analyst will assist the Assistant Program Manager with schedule and financial tracking, RFP development, risk management, and the preparation of briefings for senior officers and NAVSEA personnel. Qualified candidates have a naval architecture/engineering background, 5+ years in ship production and government-facing work,

Qualifications

• Bachelor’s Degree in Naval Architecture or Naval Engineering.
• 5+ years of ship production/shipyard experience across design, construction, delivery and acceptance.
• 5+ years of experience developing and coordinating events and data-driven presentations informing senior leaders on financial, schedule and risk status.
• 5+ years of experience providing support to government clients in fast-paced, team-oriented environments.
• 4+ years of experience supporting RFP development.
• Strong knowledge of acquisition guidance including SOWs, CDRLs and related documents.
• Proficient with Microsoft Project, SharePoint, Teams, Power BI, Word, Excel, Visio and PowerPoint.

VISTA Technology Services, Inc. (VISTA) is currently seeking an Technical Program Analyst to support our NAVSEA customer. This is a hybrid position reporting onsite in Arlington, VA 3 days a week.

Responsibilities:

The Technical Program Analyst will be a member of a team providing support to the Assistant Program Manager (APM) in charge of a future Unmanned Surface Vessel (USV) program. They will provide assistance to the APM in the form of tracking and reporting on schedule execution, financial execution against benchmarks, supporting development of Request for Proposal (RFP) documentation, tracking and reporting project risks as well as developing suggested risk mitigation strategies, development of briefings and project documents for presentation to senior military officers and NAVSEA civilians, and ensuring consistent high-level product delivery to the APM.

Basic Qualifications:

• Bachelor’s Degree in Naval Architecture or Naval Engineering
• 5+ years of ship production/shipyard experience working through all phases of design, construction, delivery, and acceptance
• 5+ years of experience developing and coordinating events and data-driven presentations that inform senior leaders on the financial, schedule, and risk status of ongoing projects relative to established plans that not only inform leadership but also drive decision-making
• 5+ years of experience providing support to government clients, operating in a fast-paced, team-oriented dynamic environment where product quality is key and done consistently at a high level with a bias for action and ability to self-start to exceed client expectations
• 4+ years of experience supporting RFP development
• Strong knowledge and application of acquisition guidance, to include, experience working with Statements of Work (SOW), CDRLs, etc. and an understanding of how these documents interact with one another
• Proficient with Microsoft Project, SharePoint, Teams, Power BI, Word, Excel, Visio, and Power Point

Desired Qualifications:

• Project Management Professional (PMP) certification
• Strong organization, management, and communication skills
• Ability to read and comprehend ship construction drawings, schematics, and technical manuals
• Experience managing multiple projects within scope, budget, and timeline
• Attention to detail, multitasking ability, and customer service orientation

Salary at VISTA is determined by various factors, including but not limited to location, the individual’s particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The projected compensation range for this position is $115,000.00 to $145,000.00 (annualized USD). The estimate displayed represents the typical salary range for this position and is just one component of VISTA's total compensation package for employees.
