Job summary

Frederick National Laboratory for Cancer Research in Frederick, MD, seeks a Senior SharePoint Online & Power Platform Developer to design, build, and support enterprise Microsoft 365 solutions with a strong focus on SharePoint Online, the Power Platform, workflow automation, and modern collaboration and intranet experiences.

This senior, individual-contributor role blends hands-on development with business analysis, working in a SAFe environment to translate requirements into scalable solutions

Qualifications

  • Bachelor’s degree or 4 years relevant experience in lieu of degree.
  • 5+ years hands-on SharePoint Online development experience.
  • Strong proficiency with SPFx, TypeScript/JavaScript, React, HTML, and CSS.
  • Demonstrated experience building solutions with Power Apps and Power Automate.
  • Working knowledge of Microsoft Graph API, REST APIs, and PnP libraries/PowerShell.
  • Solid command of the broader Microsoft 365 suite, governance, security and permissions.
  • Experience with DevOps practices and CI/CD pipelines (Git, automated builds/deployments, automated testing).
  • Demonstrated experience gathering and documenting business/functional requirements and coordinating UAT.
  • Strong communication and collaboration skills with stakeholders; ability to translate needs into solutions.
  • Ability to obtain and maintain a security clearance.

Responsibilities

  • Design, develop, and deploy SharePoint Online solutions with modern sites and intranet experiences.
  • Build client-side solutions using SPFx, React, TypeScript, and JavaScript.
  • Develop Power Platform apps, flows, and BI integration; model data with Dataverse.
  • Integrate SharePoint/M365 with enterprise systems via Graph API/REST.
  • Implement governance, security, audits, and data lifecycle in SPO/M365.
  • Enable DevOps pipelines, Git, automated builds/deployments, and testing.
  • Collaborate with Product Owner and stakeholders; participate in SAFe events.

Program Description

The Enterprise IT (EIT) Directorate oversees the strategic vision and implementation plan for IT systems and solutions for the enterprise at Leidos Biomedical Research, providing operational information and data systems support to Frederick National Laboratory for Cancer Research.

We're hiring a SharePoint Online & Power Platform Developer to design, build, and support enterprise Microsoft 365 solutions with a strong focus on SharePoint Online, the Power Platform, workflow automation, and modern collaboration and intranet experiences. This is a senior individual-contributor role that combines hands‑on development with business and systems analysis: you'll work directly with stakeholders and end users to understand their needs, translate those needs into functional and technical specifications, and then build the solutions that meet them.

Working within a Scaled Agile Framework (SAFe) environment, you'll partner closely with the Product Owner to turn a prioritized backlog into scalable, polished, and adoption‑ready solutions. This role blends real development depth on SharePoint Online and Power Platform with the requirements analysis, documentation, and testing coordination that keep enterprise solutions aligned with the business.

Key Responsibilities

Development -

  • Design, develop, and deploy custom solutions on SharePoint Online, modern sites, web parts, page layouts, and intranet and collaboration experiences.
  • Build scalable client‑side solutions using the SharePoint Framework (SPFx), React, TypeScript, and JavaScript.
  • Design and develop applications across the Power Platform, Power Apps (canvas and model‑driven), Power Automate flows, Dataverse, custom connectors, and Power BI reporting/integration (including data modeling and DAX).
  • Integrate SharePoint and M365 with enterprise systems and third‑party applications using Microsoft Graph API, REST APIs, and Azure services.
  • Implement solutions in line with information architecture, permissions/security models, and governance standards for the SharePoint and M365 environment, including audit trails, data lifecycle management, and retention.
  • Implement DevOps practices and CI/CD pipelines for SharePoint and Power Platform solutions, including source control (Git), automated builds and deployments, and automated testing.
  • Explore and implement AI‑enabled experiences (e.g., Microsoft Copilot, Viva Connections) where they add value.
  • Troubleshoot, maintain, secure, and optimize existing SPO and M365 solutions.

Analysis & Requirements-

  • Elicit, document, and validate detailed business and functional requirements with stakeholders and end users.
  • Analyze existing systems, processes, and workflows, and perform gap/fit analysis to recommend solutions.
  • Produce functional specifications, process flows, data mappings, and system documentation.
  • Translate business requirements into technical designs and communicate trade‑offs clearly to non‑technical stakeholders.

Testing & Delivery-

  • Develop test plans and coordinate User Acceptance Testing (UAT), including setting up test access, triaging defects, and driving issues to resolution before release.
  • Partner with the Product Owner to refine and estimate the backlog, and deliver committed features each iteration.
  • Participate actively in SAFe ceremonies, PI Planning, iteration planning, daily stand‑ups, system demos, and retrospectives, as a member of the Agile Release Train.
  • Conduct solution demos and provide user training and documentation.

Compliance & Collaboration-

  • Ensure solutions meet applicable compliance and security requirements (e.g., HIPAA, FedRAMP, FISMA, and NIH/NCI‑specific policies) for enterprise and government environments.
  • Contribute to code reviews, technical best‑practice standards, and peer mentorship of junior developers.
Basic Qualifications
  • Possession of Bachelor’s degree from an accredited college/university according to the Council for Higher Education Accreditation (CHEA) or four (4) years relevant experience in lieu of degree. Foreign degrees must be evaluated for U.S. equivalency.
  • In addition to the education requirement, a minimum of five (5) years of hands‑on SharePoint Online development experience.
  • Strong proficiency with the SharePoint Framework (SPFx), TypeScript/JavaScript, React, HTML, and CSS.
  • Demonstrated experience building solutions with Power Apps and Power Automate.
  • Working knowledge of Microsoft Graph API, REST APIs, and PnP libraries / PnP PowerShell.
  • Solid command of the broader Microsoft 365 suite (Teams, OneDrive, Exchange integration points).
  • Experience with SharePoint governance, security and permissions, and information architecture.
  • Experience with DevOps practices and CI/CD pipelines (Git, automated builds/deployments, automated testing, and code‑quality tooling).
  • Demonstrated experience gathering and documenting business/functional requirements and coordinating UAT.
  • Strong communication and collaboration skills, with the proven ability to work directly with a Product Owner and business stakeholders and translate their needs into working solutions.
  • Proactive problem‑solving and adaptability in a dynamic, cross‑functional Agile environment.
  • Ability to obtain and maintain a security clearance.
Preferred Qualifications
  • Experience delivering large‑scale enterprise solutions on SharePoint Online (intranets, portals, and business applications).
  • Familiarity with Azure services (Azure Functions, Logic Apps, Entra ID / Azure AD).
  • Experience with Power BI, Viva Connections, and modern employee‑experience tools.
  • Exposure to AI‑enabled development (Microsoft Copilot Studio, Copilot integrations).
  • Relevant Microsoft certifications, e.g., MS-600, PL-400, PL-900, PL-600, and Azure certifications (AZ-204, AZ-900).
  • Business‑analysis credentials (e.g., ECBA/CBAP) a plus.
  • Experience working in a Scaled Agile Framework (SAFe) environment or on an Agile Release Train; SAFe certification (e.g., SAFe Practitioner / SP) a plus.
  • UX/UI design sensibility for enterprise applications.
