Job description

The Sergeant (Deputy Marshal) provides supervisory and operational support within the City Marshal’s Department. This role is responsible for patrol operations in City parks and facilities, enforcement of ordinances and state laws, emergency response, training compliance, and oversight of Deputy Marshal activities. The position serves as a shift supervisor and acts in the City Marshal’s absence, ensuring safe park environments, consistent enforcement practices, and coordinated response with internal and external agencies.

The following list highlights the main responsibilities of this position. While it covers the core tasks, it may not include every duty that could be assigned. Employees may be asked to take on other responsibilities as needed to support the team and department.

  • Patrol City facilities, parks, and surrounding areas by foot, vehicle, kayak, ATV, and other methods to ensure safety and security of patrons; enforce City ordinances and state laws through education, warnings, citations, removal of violators, and arrests.
  • Regulate and manage parking in City parks through traffic control, signage, road-barrier controls, citations, and other physical enforcement methods.
  • Supervise Deputy Marshal staff, including scheduling, approving reports, evaluating performance, and providing operational guidance.
  • Respond to emergencies and provide initial emergency medical care to injured or ill park patrons.
  • Manage and oversee the Field Training Officer (FTO) program and serve as the designated FTO program manager.
  • Lead and manage the First Responder Organization (FRO) to maintain compliance with applicable state laws.
  • Serve as acting supervisor in the City Marshal's absence and ensure continuity of operations and staff direction.
  • Coordinate with other City departments, police, fire, EMS, and external agencies for incident response, special events, and park operations; apply knowledge of the Incident Command System (ICS) as needed.
  • Attend required meetings, trainings, and maintain all certifications and continuing education required for the position.
  • Perform additional duties as necessary to support the Marshal’s Office and park operations.
MINIMUM REQUIREMENTS
  • High school diploma or GED equivalent.
  • Minimum of four (4) years of law enforcement experience.
  • Must be able to swim proficiently.
  • TCOLE Peace Officer License, Intermediate or higher; must remain current with all required TCOLE training.
  • Valid Texas driver’s license with acceptable driving record.
PREFERRED QUALIFICATIONS
  • Bachelor’s degree in criminal justice or related field.
  • Intermediate TCOLE certification.
  • Commensurate combinations of education and experience may be considered.
KNOWLEDGE, SKILLS, AND ABILITIES
  • Strong knowledge of City ordinances, state laws, enforcement practices, and techniques used to gain voluntary compliance.
  • Ability to analyze situations, make reasonable decisions, and respond effectively during emergencies.
  • Ability to understand and follow policies, procedures, written and verbal instructions, and operational guidelines.
  • Knowledge of proper use and care of Marshal’s Office vehicles, equipment, and related tools.
  • Ability to manage administrative functions including payroll, medical records, offense reports, communications, presentations, grant writing, budgeting, procurement, and scheduling.
  • Ability to maintain professional relationships with police, fire, EMS, City departments, and the public.
PHYSICAL DEMANDS

This position requires lifting up to 100 pounds regularly. Additional physical demands include standing, walking, running, sitting, crouching, crawling, lifting, pushing/pulling, reaching, kneeling, bending, twisting, and climbing.

WORK ENVIRONMENT

Work is primarily performed outdoors in City parks and facilities, year-round, in a variety of weather conditions. The role involves exposure to potentially hazardous situations and variable schedules, including weekdays, weekends, holidays, and occasional night work. This is a safety-sensitive role.
