Performs complex tasks relative to assigned responsibilities and daily departmental functions.**ESSENTIAL FUNCTIONS****:** *Essential functions, as defined under the Americans with Disabilities Act, may include any of the following representative duties, knowledge, and skills. Essential duties and responsibilities may include, but are not limited to, the following:** Supervises law enforcement and/or civilian personnel during the assigned shift and monitors shift activity to ensure actions are in accordance with procedures and applicable laws.* Strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies in a diverse community.* Reviews documentation reports for accuracy and compliance with City ordinance and other applicable Laws* Ability to lead and train employees, to include organizing, prioritizing, and scheduling work assignments.* Plan, coordinate, prioritize, assign, supervise, review, and participate in the work of sworn and non-sworn personnel on an assigned shift.* Monitor work activities to ensure compliance with established policies and procedures; participate in the development of policies and procedures; make recommendations for changes and improvements to existing policies and procedures.* Act as a liaison with other outside agencies, the public, and between management and subordinate personnel.* Conducts daily inspections of nuisances, locating and inspecting unsafe structures and fences in need of repair, researching the current ownership and verification of violations for properties, preparing cases not resulting in criminal charges for abatement, maintaining an awareness of projects needing permits, and investigating any other code violations.* Contact and coordinate with other law enforcement agencies in matters relating to the investigation of crimes and the apprehension of offenders, disaster preparedness, training, information systems and records management.* Anticipate libelous situations; reduce or eliminate civil exposure.* Answer questions from the public concerning local and State and Federal laws, procedures, and activities of the department; participate in community meetings, including oral presentations.* Investigates complaints concerning shift personnel.* Employees may at time be required to work in order to provide for the safety and well-being of the general public, including the delivery and restoration of vital services, in the event of an emergency.* Establishes priorities to coordinate, plan, organize and complete work in accordance with sound time-management methodology.* Provides liaison services with local, state and federal officials and local neighborhood groups.* Supports the relationship between the City of Galveston and the general public by demonstrating courteous and cooperative behavior when interacting with citizens, visitors, and City staff; maintains confidentiality of work-related issues and City information; performs other duties as required or assigned.* *Employees may at any time be required to work in order to provide for the safety and well-being of the general public, including the delivery and restoration of vital services, in the event of an emergency.***KNOWLEDGE AND SKILLS:****Knowledge:*** City organization, operations, policies, and procedures.* Modern police administration principles, practices and techniques.* Law enforcement best practices.* Practices and principles of community policing within a multi-ethnic community structure.* Criminal laws, codes and ordinances and court interpretations, including rights of citizens, apprehension, arrest, search and seizure and rules of evidence.* Land Development Regulations, City Municipal codes, State and Federal applicable laws.* Advanced management techniques for effective employee supervision* Diverse skills related to community policing, community relations and advanced conflict resolution.* Knowledge of management and administrative principles, techniques, and methodologies.* Interpret, convey, and ensure implementation of Department policies, procedures, and methods; ensure that personnel have clear guidelines of authority and responsibility.* Knowledge of methods and techniques used in providing the full range of law enforcement and code enforcement prevention services and activities including investigation and identification, patrol, traffic control, records management, care and custody of persons and property, and crime prevention.* Knowledge of Microsoft Office products (i.e., Word, Excel, PowerPoint, Outlook)* Texas local government codes.**Skill in:*** Managing situations requiring diplomacy, fairness, firmness and sound judgment.* Building effective work teams and providing efficient customer service.* Understanding and applying City policies and procedures, and applicable federal and state regulations.* Explaining City policies and procedures.* Managing staff, delegating tasks and authority, and providing coaching to improve staff performance.* Establishing and maintaining cooperative working relationships with all levels within the City.* Communicating effectively verbally and in writing.### MINIMUM QUALIFICATIONS:Associate Degree from an accredited college or university with major coursework in Criminal Justice, Public Administration, or a closely related field; and two years’ of full time experience in law enforcement, two years full time supervisor experience in law enforcement, and at minimum a Basic Peace officer certification issued by the Texas Commission on Law Enforcement (TCOLE) is required at time of hire.**LICENSE AND CERTIFICATION:*** Licensed Texas Basic Texas Peace Officer* Texas Licensed Code Enforcement Officer (Must be obtained within one year)* Possession of a valid Driver’s License.### PHYSICAL DEMANDS AND WORKING ENVIRONMENT:Work is performed both in an indoor and outdoor work environment.
