Job summary

England-Thims & Miller, Inc. seeks a Senior Water Utility Project Manager to lead complex municipal utility projects from planning through construction support. The role emphasizes technical utility design, client relationships, and mentorship across disciplines.

You will drive project scopes, schedules, and budgets, coordinate with regulators and subconsultants, and contribute to business development and market growth within the utility practice.

Qualifications

• Bachelor's degree in Civil, Environmental, or related Engineering field.
• Licensed Professional Engineer (P.E.).
• 10+ years of progressive utility engineering and project management experience.
• Experience managing municipal water and/or wastewater projects.

Responsibilities

• Manage utility infrastructure projects including water distribution, wastewater systems, pumping, and reclaimed water.
• Lead projects through planning, feasibility, preliminary engineering, final design, permitting, bidding and construction phase services.
• Serve as primary client contact, coordinating with subconsultants, regulatory agencies and internal teams.
• Develop scopes, schedules, budgets and staffing plans; monitor progress for successful delivery.
• Provide senior technical oversight and quality control for engineering documents and calculations.
