Job Title

Senior Water Resource Control Engineer – San Francisco Bay Regional Water Quality Control Board

Location

Alameda County, California (office: 1515 Clay Street, Suite 1400, Oakland, CA 94612)

Salary

$11,437.00 – $14,315.00 per month

Duties
  • Direct the recycled water program, including permitting and oversight of public and private water recycling initiatives.
  • Direct the wastewater discharge to land program, overseeing treatment systems that discharge to land and ensuring compliance with Waste Discharge Requirements.
  • Oversee and manage the Onsite Wastewater Treatment Systems (OWTS) program, including local agency compliance and permitting of individual facilities.
  • Direct the industrial and construction stormwater program, implementing statewide general permits and enforcing regulations across all related activities.
  • Provide senior staff lead for the region’s recycled water, wastewater, and stormwater programs, including strategic planning, program development, and staff supervision.
  • Ensure enforcement of environmental regulations and maintain communication with stakeholders, agencies, and the public.
Minimum Requirements
  • Bachelor’s degree in civil, environmental, or related engineering discipline.
  • Minimum of 10 years of experience managing wastewater or stormwater programs, with demonstrable supervisory responsibilities.
  • Professional Engineer (PE) license in California is required.
  • Valid California driver’s license if driving duties are required.
  • Demonstrated integrity, initiative, dependability, and good judgment; ability to work cooperatively with others.
Desirable Qualifications
  • Experience in project management, including development of plans, budgets, and management of work to meet deadlines.
  • Strong oral and written communication skills; ability to produce technical and regulatory documents.
  • Team leadership and supervisory experience, with ability to motivate and communicate with technical staff and upper management.
  • Expertise in wastewater treatment, land application, recycled water production, distribution, and permitting.
  • Knowledge of stormwater management and mitigation, including industrial and construction stormwater.
  • Analytical evaluation skills for complex environmental documents, data analysis, technical recommendations, and problem‑solving.
  • Knowledge of the Clean Water Act, California Water Code, and related environmental regulations and enforcement practices.
