Job Summary

PEMEX Deer Park is seeking a high-performing, energetic Senior Warehouse & Logistics Analyst known as (Senior Warehouse & Logistics Manager) to oversee our Warehouse and Logistics operations. This leader will manage a multifaceted team of contractors, ensure safe and efficient material handling, and drive continuous improvement across the inbound and outbound material supply chain.

Accountabilities & Responsibilities

Industry Standards & Best Practice Leadership

This role requires knowledge and application of recognized industry standards and methodologies in warehousing, logistics, and materials management, including:

  • APICS / ASCM materials management and inventory control principles
  • Warehousing best practices aligned to WERC, MHIA, and OSHA guidelines.
  • Inventory accuracy methodologies (cycle counting strategy, ABC/criticality alignment)
  • Warehouse slotting optimization and layout design principles
  • Material preservation, storage, and shelf-life management standards
  • Lean warehousing and value stream mapping for material flow
  • KPI frameworks for top-quartile warehouse performance (inventory accuracy, turns, service level, order cycle time, space utilization)
  • MRO storeroom best practices for maintenance and reliability support
  • Critical spares governance and risk-based stocking strategies
  • Warehouse safety standards for racking, MHE, lifting, and yard operations.

The candidate will be expected to evaluate current site practices against these standards and implement a structured improvement roadmap.
What You’ll Lead & Deliver:

  • Champion safety culture across all warehouses, freight/logistics operations, and Zone Store/MRO Vending.
  • Ensure HSSE compliance for all 3rd‑party warehousing, logistics, freight forwarding, and transportation contractors.
  • Lead incident learning, near‑miss investigations, annual HSSE planning, and safe lifting/hoisting practices.
  • Lead, coach, and develop a blended team of up to 40 contractor personnel.
  • Support SCPaD and MTAC leadership in building a high‑performance, capability‑driven workforce.
  • Provide in‑house coaching and support targeted external training for Materials Management & Logistics.

Warehouse, Logistics & Delivery Operations

  • Ensure safe, efficient, and reliable delivery of materials to meet routine, urgent, and turnaround demands.
  • Manage multi‑modal transportation of non‑hydrocarbon materials and coordinate with lifting/hoisting services.
  • Oversee all goods movement from receipt to issue, including stock counts and inventory accuracy.
  • Evaluate and redesign the warehouse and yard operating model, including layout, slotting strategy, material flow, preservation practices, and staging methods, in alignment with best‑in‑class warehousing principles.
  • Implement formal inventory governance practices including ABC analysis, cycle count programs, and accuracy targets consistent with industry benchmarks (>98% inventory accuracy).
  • Establish warehouse performance metrics aligned with WERC/APICS standards and drive continuous improvement toward top‑quartile performance.
  • Ensure proper maintenance and certification of racking, forklifts, lifting gear, and other material handling equipment (MHE).
  • Category Business Lead (CBL) delegate for warehousing, logistics, courier package service, and storage service providers.
  • Drive contractor HSSE, performance, quality, and cost through KPIs and day‑to‑day engagement.
  • Foster strong commercial relationships and support continuous improvement across all contractors.

Compliance, Standards & Assurance

  • Maintain compliance with site orders, corporate policy, customs regulations, and freight forwarding rules.
  • Keep site and departmental SOPs current with company standards and best practices.
  • Develop and maintain warehouse and logistics emergency response and after‑hours procedures.
  • Lead site‑wide Investment Recovery program, greystock management, surplus disposition, and scrap sales.
  • Support master data creation for materials, equipment tags, BOMs, and functional locations.
  • Oversee critical spares management and replenishment.
  • Apply structured inventory management methodologies including EOQ, safety stock modeling, reorder point optimization, and criticality‑based stocking strategies.
  • Improve master data quality to support reliable planning, kitting, and spares optimization.
  • Lead implementation of MRO storeroom best practices that directly support Maintenance & Reliability programs.
  • Own and improve key Materials Management KPIs, driving top‑quartile warehousing and logistics performance.
  • Lead track‑and‑trace initiatives for material visibility and utilization.
  • Support internal/external audits related to materials management and logistics.
  • Lead a small team supporting custody of $30m+ in materials and ~$10m in greystock.
  • Achieve results primarily through effective contractor leadership.
  • Transform warehouse/logistics operations as the site moves toward agile, digitized, top‑quartile performance.

Qualifications:

Qualifications

Education

  • Bachelor’s or Master’s in Engineering, Supply Chain, Business, or related field (professional SCM certifications a plus) is preferred but not required.
  • Demonstrated knowledge of formal warehousing and logistics frameworks through certification, training, or direct implementation experience is highly desirable.
  • Professional certifications such as CPIM, CSCP, CLTD, CMRP, CPSM, or Six Sigma strongly preferred.

  • Strong HSSE leadership in warehousing, yard operations, lifting/hoisting, and transport.
  • Ability to assess and mitigate warehouse/yard/transport risks.
  • Excellent communication, stakeholder management, and influencing skills.
  • High energy, initiative, and drive to build a professional, high-performing team.
  • Strong planning, resource optimization, and performance management capabilities.
  • Deep knowledge of warehouse layout, slotting, and material flow design
  • Strong understanding of inventory control theory (EOQ, safety stock, ROP, ABC/criticality)
  • Ability to benchmark warehouse performance against industry standards.
  • Experience implementing cycle count programs and achieving >98% inventory accuracy.
  • Knowledge of MRO storeroom and maintenance support best practices

Technical Requirements

  • Proficiency in ERP systems, preferably SAP ECC or S4 HANA.
  • Strong skills across MS Office 365.
  • General knowledge or understanding or MS Power Platform applications.

About the Team

The Senior Warehouse & Logistics known as a (Senior Warehouse & Logistics Manager) is a core leader within the SCPaD organization and collaborates closely with Contracting & Procurement (CP) and Procure Goods and Services (PGS) to deliver end‑to‑end materials support for the refinery. This role owns custodianship of all site‑managed materials and leads both strategic and tactical warehouse/logistics operations.
