The Senior Vice President of Finance is responsible for the overall operational direction of the organization’s financial and accounting functions, ensuring compliance with corporate and U.S. Government contracts and cooperative awards regulations, managing Opportunity’s corporate finance function, and overseeing subsidiary finance teams and reporting, cash management, and overseeing Opportunity’s investment portfolio and retirement plan assets. The role is critical in managing day-to-day finances and serving as a partner to the CFO to provide hands-on team management.
Compensation Range: $200,000 - $255,840Annually
RESPONSIBILITIES include the following. Other duties may be assigned.
- Responsible for the overall operational direction and management of Opportunity’s global financial and accounting functions and teams.
- Partner with a dedicated executive group to drive the change that is required for rapid growth and expansion of the donor base, specifically government and corporate grantors.
- Administer and monitor all financial functions to keep the senior leadership team informed about the organization's financial status.
- Prepare financial statements and ensure high standards of financial integrity.
- Maintain updated business policies and accounting practices to ensure timely and accurate financial statements.
- Present financial reports to organizational leadership, colleagues, and stakeholdersaccurately and timely.
- Analyze and communicate monthly and annual financial statements toensure the provision of financial reports for donors and individual projects and programs.
- Lead the annual audit process and liaise with external auditors and the board finance committee.
- Develop Standard Operating Procedures and ensure that policies and procedures are in place to protect the organization's assets, including, but not limited to, procurement and expense management procedures to prevent fraud.
- Assist the CFO in establishing strategic financial objectives and operating policies and procedures to ensure the attainment of corporate objectives.
- Collaborate with the CFO in creating sophisticated financial analysis and reporting.
- Ensure proper financial management by preparing and analyzing complete, timely, and accurate budgets and financial reports and managing financial control systems.
- Establish structures to ensurecompliance with all finance-related U.S. federal and state, third-party, and other financial reports with GAAP, IRS, and other taxing entity requirements.
- Cooperate with the head of technical fundraising to ensure financial compliance with all grant funding contracts, including foundations, government agencies, or multilateral organizations.
- Review grant proposals and project budgets to ensure cost projections presented to donors are reasonable and complete.
- Tracking actual expenses against grant budgets to ensure compliance.
- Review contracts in partnership with the Chief FinancialOfficer.
- Implement and maintain proper procedures and policies that are compliant with USAID guidelines.
- Responsible for proper procedures to ensure the organization maintains its tax-exempt status, including timely filing of 990 tax returns, state registrations, payroll tax reports, value-added tax, and sales tax reporting.
- Manage contracts with vendors and consultants and ensure proper fulfillment of contracts.
- Coordinate organizational contractswith legal counsel as appropriate.
- Manage all company bank accounts, investment portfolios, and loans.
- Serve as ERISA Fiduciary of Opportunity’s 403b plan, ensuring diversification of plan assets, reasonable fees, and compliance with regulations.
- Responsible for securing appropriate property, general liability, workers’ compensation, directors, and officers liability insurance for the US entity and all controlled subsidiaries.
- Responsible for financial and operational updates presented to charity rating agencies.
QUALIFICATIONS
- Between 15-20 years of increasingly responsible experience as a senior Finance Executive, with supervisory responsibilities in non-profit organizations, preferably International NGOs.
- MBA with a focus in finance, accounting or related field desired.
- CPA required.
- Minimum of 10 years of relevant work experience in contract, grant, and project management with an emphasis on working with public sector-funded projects/programs (USAID, USDA, UNCDF, IADB, or similar) and coordinating USAID contracts. Experienced team leader with a demonstrated record of hiring, training, building, and retaining high-capacity teams.
- Demonstrated excellence in managing finance, accounting, budgeting, control, and reporting.
- Excellent understanding of FAR, AIDAR, and other USG rules and regulations and experience applying these rules and regulations to manage contracts effectively. Exceptional financial analysis and risk management skills with a strong operational focus.
- Strong problem-solving and creative skills and the ability to exercise sound judgment and decisions based on accurate and timely analyses.
- An articulate communicator with strong oral, written, and presentation skills.
- Ability to translate financial concepts and to effectively collaborate with program, marketing, and development colleagues with limited financial backgrounds.
- Experience in negotiations and contract review.
- A hands-on leader with unquestioned integrity and ethics and a desire to work in a growing and dynamic, mission-driven, values-based organization. Strong commitment to developing team members.
