The State of New Hampshire - Division of Personnel is seeking a seasoned Utility Analyst IV in the Department of Energy, Regulatory Support Division to perform senior‑level analyses and provide recommendations on electric utility matters. Responsibilities include rate structures, investments, planning, energy procurement, and regulatory policy analysis.

Qualifications

Bachelor's degree and 6 years of experience or 10 years of education and experience in a related field.
Experience should be in business, mathematics, finance, economics, utility analysis, rate regulation, engineering, accounting or public policy.
Preferred CPA or P.E. or equivalent designation.

Responsibilities

Analyzes utility financial schedules, operations, policies, and rate design to develop optimal utility rate structures.
Evaluates market conditions and industry trends to assess their potential impacts on utility rates, services, and policies.
Oversees programs mandated by statutes or Commission orders and conducts comprehensive analyses of their impacts.
Prepares detailed testimony and exhibits as an expert witness before the Commission and legislature.
Reviews proposed legislation and prepares Fiscal Impact Statements.
Leads negotiations on key electric industry issues and develops reports and presentations.
