Job summary

Project Resource Collective LLC in Inland Empire, CA, is seeking a Lead/Senior Estimator for underground utility projects. You will own estimating strategy, cost development, risk evaluation, and coordination with internal teams and clients.

Responsibilities span preconstruction and project execution, including bid development, proposals, and coordination with field teams. Hybrid work may be considered; occasional site visits and ongoing client communication are expected.

Qualifications

• 10-15 years of estimating and/or managing underground utility projects.
• Experience in competitive bidding and project execution.
• Strong technical knowledge of trenching, duct banks, manholes, and joint trench.

Responsibilities

• Lead quantity takeoffs and cost development for underground utility scopes.
• Develop bid strategies including schedules and risk identification.
• Solicit proposals and negotiate with subs and suppliers.
• Prepare detailed proposals with clarifications and VE alternatives.
• Support startup activities: budgets, WBS, baselines.
• Monitor cost tracking, forecasting, and changes.
• Coordinate with field teams on submittals, RFIs, and environmental requirements.
• Mentor junior estimators and standardize practices.
• Ensure safety and regulatory compliance.
