Qualifications

• Bachelor's degree or equivalent in Engineering, Construction Management, Sciences, Planning, Business Administration or related field.
• Professional certifications such as PE/P.Eng, PMP/PgMP, AICP or CCM are required or preferred.
• Minimum of ten years of program management experience, with at least four years in a Senior Program Manager role.
• Experience delivering three or more programs with a total capital value of $500M+; multi-project leadership is a plus.
• Strong leadership, cross-location team management and client-facing communication skills.
• Familiarity with alternative delivery methods (DB, PDB, CMAR) and various contract models.
• Experience operating within a PMO environment with both consultant and client staff.

Responsibilities

• Lead multidisciplinary infrastructure programs with high technical complexity and non-technical challenges.
• Advise clients on technical, regulatory, financial, and community aspects to ensure program success.
• Plan, direct, and monitor all aspects of program execution across disciplines.
• Identify risks and implement mitigation strategies for timely decision-making.
• Develop and implement program management plans, startup plans, and governance tools.
• Direct services provided by large program teams or mega-projects with strong QA/QC oversight.
• Champion clear, regular communications to align teams and stakeholders.
• Ensure resource availability and contract compliance to meet financial targets.
• Mentor staff and pursue opportunities to expand HDR’s program management services.
