Job summary

Dover is seeking a senior consultant to lead governance and portfolio efforts for a large public university in the Seattle area, covering parking, payments, access, and mobility across campuses and a medical system.

You will design governance, interview executives and staff, map current state, stand up forums, and build dashboards to inform leadership decisions. Availability to start in early November 2026 and on-site meetings in Seattle up to once a week are expected.

Qualifications

• Senior experience in IT strategic planning, roadmaps, governance and portfolio prioritization.
• Record of leading cross-functional technology work inside large, decentralized organizations.
• Comfort working with executives, operations, IT and vendors.

Responsibilities

• Build the governance model for transportation technology governance and prioritization.
• Interview executives, operations staff, IT, finance, and procurement across campuses.
• Map current state: applications, integrations, pain points, debt, and spending.
• Stand up governance forums and record decisions and actions.
• Build executive dashboards showing status, risk, funding, and decisions.
